  • For several months, the feeling of insecurity has been growing in Lyon due to multiple incivilities, especially at night.

  • Rodeos, noise pollution… Groups of local residents are mobilizing against these incivilities which have increased since deconfinement.

  • Faced with this, the town hall of Lyon has decided to set up new measures and details these measures at "20 Minutes".

Between July 2019 and July 2020, delinquency increased by 2% in Lyon, according to figures from the town hall of Lyon.

A very relative increase which does not however reflect the feeling of insecurity prevalent in the metropolis in recent months.

“We are seeing an increase in incivilities, whether they are of the order of noise or delinquency.

All this contributes to a form of uneasiness, ”said the new deputy mayor of Lyon in charge of security, Mohamed Chihi.

More marked since the deconfinement in the city as in all the large metropolises, according to the elected official, these incivilities and nuisances (rodeos, noise, violence…), nocturnal for many, have exacerbated the anger of residents of several districts.

Two months after his arrival at City Hall, the environmental majority has deployed or is planning various measures to fight against unrest.

Video verbalization renewed and extended to the Presqu'ïle

Among these actions, unveiled at

20 minutes

by the assistant to security, the town hall decided to experiment as of the re-entry on the slopes of Croix-Rousse the video verbalization.

Already in place in the Presqu'île and in La Guillotière, this system is now effective on rue Puits Gaillot, rue Romarin and rue des Capucins.

"It allows us to punish the criminal behavior of drivers of cars or two-wheelers," said Mohamed Chihi, who will present this Monday to the city council a deliberation on this subject.

It will be a question of submitting to the vote of elected officials the renewal, at least until January, of the video verbalization in Presqu'Ile, whose experimentation is coming to an end.

The test scope will be extended, with new axes integrated into the device.

"In particular the two quays of the Saône, between the Pont de la Pêcherie and the Pont Bonaparte, and the two quays of the Rhône, between the Pont Morand and the Pont de la Guillotière", adds the deputy.

A pedestrianization plan under study

On some of the axes located in this perimeter, traffic may be prohibited at night, as is already the case on rue Edouard-Herriot at weekends.

“This system will be maintained until final or occasional pedestrianization of other axes of the Peninsula,” adds Mohamed Chihi.

After the rue des Capucins, made pedestrianized to prevent the Rhône-Saône crossing, other streets should be pedestrianized as part of a larger operation in preparation between the services of the city and those of the Metropolis.

To fight against insecurity, the town hall is also focusing on people and wishes to strengthen its municipal police force, which has long been incomplete.

“We have a theoretical workforce of 350 agents.

But we lack 50 because there is a lack of attractiveness of the municipal police, ”adds the deputy.

A campaign was therefore launched to recruit as soon as possible the fifty missing police officers and twenty additional agents, as the mayor Grégory Doucet had undertaken during the municipal elections. 

A rodeo cell and a night board

These additional men will be needed to operate the rodeo unit, being set up at the town hall.

"We want to set it up in Lyon and be able to quickly expand it to other municipalities in the agglomeration to fight against this phenomenon", details the elected representative, who wishes to integrate the Lyon public prosecutor's office, the prefecture, into this system, social landlords and associations.

A cooperative work intended to reduce the rodeos by going to seize, when they are parked, these big cars "which have nothing to do on the road", according to him.

Finally, a Lyon night council is also in preparation.

It will bring together the night mayors of each arrondissement and the various stakeholders (traders, associations, police) around the issue of nighttime nuisances.

Within the framework of this council, the metropolis and the city have already undertaken to distribute, on this mandate, the offer of nocturnal leisure activities in the agglomeration.

“Today, most of these leisure activities are concentrated in Lyon.

This generates an overcrowding of the city center, which contributes to a rise in unrest, ”adds Mohamed Chihi, convinced that the massive occupation of public space, observed after the confinement, largely explains the climate of tensions. suffered by the inhabitants.

“When we got out of confinement, there were no more sports activities, no more nightclubs.

Restaurants have gradually reopened, then bars.

As these public leisure activities are no longer there, this has led to an overcrowding of public space in certain sectors (peninsula, banks, lower slopes), accompanied by very significant alcoholism phenomena ”, emphasizes he.

An analysis that may give rise to fears of months that are still difficult in Lyon until the announced measures bear their fruit or materialize, the current health context already weighing heavily on public outings and leisure activities.
