[Background] On the afternoon of September 10, the reporter saw at the Tobacco Logistics Park in Dali Prefecture, Yunnan Province that nearly 60,000 counterfeit and inferior cigarettes seized in the large cross-border production and sale of counterfeit and inferior cigarettes on September 10 in Dali, Yunnan were piled up here , The investigation of the case won the second stage.
[Explanation] In July 2019, Dali City Public Security Bureau and Dali City Tobacco Monopoly Bureau obtained an important clue that counterfeit and shoddy cigarettes were shipped from Ruili, Baoshan, Yunnan and other places to Dali, Kunming and other places for sale, and on September 10 of that year The first case pointed to by the clue was seized at the Taiyi Checkpoint of Dabao Expressway.
In response to this, the Dali prefecture's leading group for combating tobacco-related crimes quickly established a "9·10" task force to launch a special case.

In response to the fact that the fake and inferior cigarettes we discovered this time were all originated from Muse Muse, Myanmar, and were very close to our country, there were very obvious characteristics of cross-border crimes. We launched a special crackdown on this case. Finally, We closed this network and achieved the ultimate goal of combating cross-border crime.
[Explanation] After more than 9 months of investigation by the task force, it was discovered that this is a cross-border criminal network group that has been entrenched in Ruili City on the China-Myanmar border for a long time, engaged in overseas production and domestic sales of fake and inferior cigarettes.
The organization structure of the gang, the division of labor, the locations of the dens, and the warehouse were fully investigated.

When we went to check these dens, a big data research judge wanted to find these warehouses. The team led by us was dressed up as a takeaway boy, and there were also (courier) couriers. These warehouses, more than a dozen warehouses, were implemented one by one. When the net is closed, these dens can be successfully eliminated in one fell swoop.
[Explanation] On June 18, 2020, under the unified command of the Yunnan Provincial Public Security Department and the Provincial Tobacco Monopoly Bureau, cross-regional linkage and simultaneous collection of networks in Dehong, Baoshan, Kunming, Shenzhen, Fujian and other places destroyed warehouse dens 12 And 2 shredded tobacco processing dens.
[Explanation] So far, a large number of counterfeit equipment and auxiliary materials purchased from Fujian, Guangdong and other places, as well as concentrated production and processing of tobacco from Baoshan, Yunnan, smuggled to Muse, Myanmar to produce counterfeit and shoddy cigarettes, and then used passenger cars to bring the goods. The cross-border criminal network of production and sales of counterfeit and shoddy cigarettes with clear hierarchy, clear division of labor, and professional processes in Yunnan Province was successfully destroyed.

The criminal suspect gang has a very high level of anti-investigation awareness, which has caused certain difficulties in our investigations. After we connected these fragmentary points in the investigation process, we finally formed the entire criminal network.
[Explanation] More than 40 people involved in the case were dealt with.
More than 60,000 counterfeit and inferior cigarettes were seized, with more than 10 tons of raw materials for making cigarettes, and more than 8 tons of auxiliary materials such as cellophane, tongue paper, aluminum foil paper, etc., and recorded transportation and sales accounting books worth nearly 100 million yuan. The value of the whole case was 250 million yuan. The above has completely destroyed multiple links including raw material processing, auxiliary material supply, warehousing circulation, logistics and freight, transportation and distribution.
The outcome of the case is still being further expanded.
[Explanation] In this case, the counterfeit and inferior cigarettes produced were sold in parallel online and offline to avoid regulatory risks, involving 1,070 face sheets, covering Kunming, Chuxiong, Dali, Baoshan, Dehong, Qujing and other cities in Yunnan Province , The sale of counterfeit cigarettes outside the province to Guangdong, Sichuan, Heilongjiang and other provinces has a greater impact on the Chinese cigarette market.
