  In April this year, the Beijing police discovered during their work that a liquor store in Gaobeidian, Chaoyang District, privately sold the so-called "special supply" of Moutai liquor by the state agency.

The investigation learned that most of the so-called "special supply" liquor sold in the store came from black workshops in Fengtai, Fangshan and other places.

After further work, the police have successively discovered that there are also multiple criminal gangs producing and selling fictitious "special supply" liquor in Daxing, Tongzhou, Shunyi and other places.

In response, the Beijing Municipal Public Security Bureau established a task force involving the Central Food and Drug Brigade and other sub-bureaus in Chaoyang, Fengtai, Daxing, Tongzhou, Fangshan and other territories to carry out investigations and strikes across the chain.

  After 4 months of meticulous investigation, the task force locked 17 criminal gangs producing and selling counterfeit wine across provinces and cities. After obtaining criminal evidence, the task force decided to close the net.

On August 25, under the overall coordination of the Food and Drug Investigation Bureau of the Ministry of Public Security, the task force, in conjunction with the Beijing Municipal Market Supervision Comprehensive Law Enforcement Corps, and the public security organs of Guizhou and other provinces and cities, carried out a centralized network collection operation, bringing the above 17 across multiple provinces and regions in one fell swoop Criminal gangs producing, filling and selling "special supply" liquor were eliminated. “These gangs mostly use relatives and fellow villagers as links. Some gangs are responsible for purchasing packaging materials such as trademarks, bottle caps, anti-counterfeiting marks from other provinces and cities, and reselling them to filling dens after assembling the complete sets; some gangs are responsible for collecting genuine products from some hotels. Bottles and packaging materials are provided to the filling point." Cai Jiebing, leader of the Huan Food and Drug Brigade Squadron, Fangshan Branch of the Beijing Municipal Public Security Bureau, said, "According to one of the gang members, in order to achieve the purpose of using fakes, they often return Collaborate with some high-end hotel attendants and ask the attendants to try their best to keep the wine bottles intact when opening the wine box, and then use the recovered real wine bottles to fill fake wine.

  During this operation, some gangs rented out remote rural courtyards for the filling of fake wine. For example, the Ma Jun (male, 42 years old) gang captured by the Shijingshan branch, purchased low prices ranging from 15 to 35 yuan. The bulk liquor is poured into the purchased real bottles, and then the packaging materials purchased from Cai Mouliang are used for labeling and assembly, and then sold through offline liquor stores.

When sold to consumers, it costs thousands of dollars per bottle, and the profit is dozens of times.

  In addition to cracking down on the suspects involved in the case, the Beijing police also imposed administrative penalties on 14 landlords who illegally rented premises to the suspects.

  In addition, the task force also grasped a fictitious "special supply" Moutai sold by Yi Moumei (female, 27 years old) in Daxing District, mostly from Maotai Town, Zunyi City, Guizhou Province.

Upon investigation, the suspect Yu Moubi (male, 41 years old) ran a small winery in Moutai Town, Guizhou Province.

"Yumoubi's bottled liquors are all ordinary low-end liquors produced and brewed by themselves. After being packaged into'special supply' Moutai, they are wholesaled through logistics to offline sales personnel in many provinces and cities across the country." Beijing Municipal Public Security Bureau Han Chao, leader of the Huan Food and Drug Brigade Squadron of the Daxing Branch, told the Beijing Youth Daily that Yi Moumei, as its Beijing downline, has sold fictitious "special supply" Moutai since 2018, with a cumulative sales amount of more than 1 million yuan.
