In the past 10 days, Typhoon No. 8 "Bavi" and Typhoon No. 9 "Mesaac" have successively affected my country's northeastern region. The daily rainfall of 49 national-level observatories in Jilin and Heilongjiang exceeded the historical extreme value of September.

Around the early morning of the 8th, Typhoon No. 10 "Poseidon" is expected to affect the northeastern region again.

"Poseidon" is approaching, how will all localities and departments respond?

Why do typhoons frequently affect Northeast China this year?

As the No. 10 typhoon "Poseidon" is approaching this year, on the evening of the 7th, in the Xinxing Center Police Station of Lushuihe Forest Public Security Branch of Jilin Forest Public Security Bureau, police Cong Pengzhi was busy reporting the real-time water levels of small and medium-sized rivers in the area to the branch command center. Happening.

Since the daytime on the 7th, the local rainfall has been getting heavier. Because of the dense rivers in the area, Cong Pengzhi needs to prevent floods at all times.

In Luozigou Township, Wangqing County, Yanbian Korean Autonomous Prefecture, Jilin Province, Li Enhong, a large grain grower, received continuous calls from cadres at the town and village levels on the 7th.

In the evening, with the help of village cadres, Li Enhong opened all the 6 hectares of rice fields he had planted into the water inlets to ease the lodging caused by strong winds as much as possible.

Typhoon No. 10 is expected to enter Jilin and Heilongjiang on the 8th, and there will be heavy rainstorms in the northeast.

At 18:00 on the 7th, the Central Meteorological Observatory continued to issue blue warnings for typhoons and rainstorms.

Typhoon Poseidon weakened to a severe tropical storm level on the afternoon of the 7th. It is expected to make landfall on the northeastern coast of North Korea on the evening of the 7th, and then move into my country's Jilin Province around the early morning of the 8th, and into Heilongjiang Province on the morning of the 8th.

Affected by the "Poseidon", it is estimated that there will be heavy to heavy rains in northeastern Liaoning, central and eastern Jilin, and central and eastern Heilongjiang from 20 o'clock on the 7th to 20 o'clock on the 8th, and local heavy rains.

In the afternoon of the 7th, the Jilin Provincial Water Resources Department and the Jilin Provincial Meteorological Bureau jointly issued an orange warning for meteorological risks of mountain torrent disasters; Jilin Provincial Meteorological Observatory issued a typhoon yellow warning at 15:32 on the 7th; Jilin Provincial Department of Natural Resources and Jilin Provincial Meteorological Bureau at 15:00 on the 7th 39 points jointly issued a meteorological yellow warning for geological disasters.

The reporter learned from the Ministry of Water Resources: From the 8th to the 10th, it is expected that the Liaohe River, Hunhe River, Taizi River in Liaoning Province, the rivers of the Liaodong Peninsula, the Nenjiang River and the Songhua River in Heilongjiang Province will experience significant water increases, including the upper reaches of the Liaohe River and the lower reaches of the Nenjiang River. Major rivers will be over-alarm, and the middle reaches of the Nenjiang River and Songhua River will remain over-alarm. Some rivers in the rainstorm area may experience heavy flooding.

The Northeast region has been continuously hit by heavy rainfall, and monitoring and early warning and consultations and judgments need to be strengthened

At 20 o'clock on the 7th, the command center of the Jilin Province Fire Rescue Corps was brightly lit and extremely busy.

From 17:00 on the 7th, the fire rescue team of Jilin province has entered the second-level combat readiness response, and more than 5,000 commanders and fighters have all entered the combat readiness state.

The relevant person in charge of the Flood and Drought Disaster Prevention Department of the Ministry of Water Resources analyzed that the northeast region was continuously hit by typhoons and heavy rainfall, and the soil water content was saturated, which easily caused floods; some lakes and reservoirs had high water levels, and the capacity of project regulation and storage was weakened; all localities must effectively enhance risk awareness. Carry forward the spirit of continuous combat.

Currently, the Ministry of Water Resources maintains Level III emergency response for flood and drought disaster prevention.

According to the "National Emergency Plan for Flood Control and Drought Relief" and related regulations, the General Administration of National Defense decided to upgrade the emergency response of flood prevention and typhoon level IV to level III at 16:00 on the 7th.

The National Defense Office once again issued a notice to Inner Mongolia, Liaoning, Jilin, and Heilongjiang to prevent typhoons.

On the 7th, the National Defense Office and the Ministry of Emergency Management held a consultation and dispatch meeting, requiring the relevant areas to pay close attention to the development of typhoon Poseidon, strengthen monitoring and early warning and consultation and judgment, and strictly investigate weak links and hidden risks, and remind marine vessels and Operators left the dangerous waters ahead of schedule, and decisively moved personnel in the dangerous area ahead of schedule.

At the same time, it is necessary to strengthen the inspection and defense of over-police rivers and over-flooded reservoirs in the northeast, pre-position rescue and rescue forces to ensure the safety of flood control projects and take strict measures to prevent casualties.

In September, 2 to 3 typhoons may land or affect my country’s coastal areas. We must take precautions against autumn floods and typhoons.

Since late August, the northeast region has been continuously affected by typhoons.

Meteorological experts analyzed that three consecutive typhoons entered the northeast region within half a month, mainly due to the influence of large-scale circulation.

According to reports, the subtropical high has the most power to determine the direction of the typhoon.

Previously, both "Bavi" and "Mesaac" continued to move northward under the guidance of the subtropical high, which brought strong wind and rain to the Northeast. Now "Poseidon" continues to affect the Northeast for similar reasons.

Meteorological experts reminded that the impact of wind and rain brought by the "Poseidon" is highly superimposed on the previous period, and the risk of waterlogging and crop lodging in farmland in central and eastern Heilongjiang and central and eastern Jilin is high.

In addition, the public needs to guard against floods in small and medium-sized rivers and waterlogging in urban and rural areas, and in mountainous areas to strengthen prevention of secondary disasters such as mountain floods, landslides, and mudslides.

Data from the China Meteorological Administration show that 6-7 typhoons may be generated in the South China Sea and the Northwest Pacific in September, which is more than normal (5) in the same period.

Among them, 2-3 landed or affected my country's coastal areas.

Wang Zhihua, deputy director of the Department of Emergency Mitigation and Public Services of the China Meteorological Administration, reminded that the next step is to prevent autumn floods. Shaanxi, Gansu, Sichuan and other places need to prevent local rainstorms and floods and the resulting debris flows, landslides and other secondary disasters; To prevent typhoons, relevant departments should pay close attention to the impact of typhoons and strong winds on coastal areas.
