Yunnan destroys huge cross-border production and sale of counterfeit cigarettes and seizes 55,726 counterfeit cigarettes

  After nearly a year of clue verification and careful investigation, the police in Dali, Yunnan, recently successfully uncovered a huge cross-border case of manufacturing and selling counterfeit and shoddy cigarettes, completely destroying multiple links including raw material processing, auxiliary material supply, warehousing circulation, logistics and freight, transportation and distribution, etc. A full-chain criminal network, 19 counterfeit cigarette storage dens were banned, 5 illegally transported counterfeit and shoddy cigarette networks, 4 counterfeit and shoddy cigarette sales networks, and 2 cross-border cigarette smuggling illegal criminal groups.

55,726 counterfeit and inferior cigarettes were seized, with an amount of over 250 million yuan involved.

  In July 2019, Dali City Public Security Bureau and Dali City Tobacco Monopoly Bureau obtained an important clue that fake and shoddy cigarettes were shipped from Ruili, Baoshan and other places to Dali, Kunming and other places for sale.

After obtaining clues, the police quickly organized and carried out clue screening, analysis and judgment, and spot investigations.

On September 10, 2019, the investigation team successfully found the clue pointing to the case at the Taiyi checkpoint of Dabao Expressway, and seized 600 pieces of counterfeit and shoddy cigarettes shipped from Baoshan to Kunming, with a value of 51,000 yuan.

In further investigations, the police found 9 other cases that pointed to the target.

In response to this, the Dali prefecture's leading group for combating tobacco-related crimes quickly established a "9·10" task force to launch a special case.

  According to the investigation and judgment of the task force, the criminal gang has been attacked by the public security organs many times. It has a high anti-investigation awareness. It adopts the method of buying and selling without hoarding and avoiding criminal responsibility. It has set up a factory in Muse, Myanmar, to mass produce fakes Cigarettes, the establishment of professional smuggling transit transportation gangs, professional domestic turnover gangs, and professional domestic sales and transportation gangs, to send a large number of fake and inferior cigarettes mainly based on Yunnan brands to Yunnan Province and the whole country, seriously disrupting the normal market economic order.

With the continuous deepening of investigation work, a cross-border criminal network gang headed by criminal suspects of Fujian and Guangdong origin, who has been entrenched in Ruili City on the Sino-Myanmar border for a long time, engaged in overseas production and domestic sales of fake and inferior cigarettes, gradually emerged.

  With the gradual clarity of the context of the case, the traditional model is no longer suitable for case investigation. The task force researched and decided to adopt a strategy of "focused attack, concentrated punishment, and step-by-step closure of the Internet" and elaborated an action plan.

  On December 16, 2019, Dali Prefecture, the Municipal Public Security Bureau, and the Tobacco Monopoly Bureau transferred 45 law enforcement officers from the public security and tobacco to conduct the first phase of the network closing operation in Ruili City.

20.438 cigarettes were seized, 14 vehicles involved were seized, and 17 criminal suspects were arrested, with a value of 190 million yuan.

From May 10th to 31st, 2020, the Dali police carried out 6 special attacks, arrested 8 criminal suspects, seized 5 illegal transport vehicles, and seized 8,449 counterfeit and inferior cigarettes, worth more than 1.06 million yuan.

  The task force continued to dig deeper into the case, striving to attack the entire chain and completely destroy the entire criminal network. After nearly a year of investigation and investigation, the police fully investigated the gang's organizational structure, division of labor, dens, and warehouse locations.

On June 18, 2020, under the unified command of the Yunnan Provincial Public Security Department and the Yunnan Provincial Tobacco Monopoly Bureau, more than 450 public security police and tobacco inspectors from Dali, Dehong, Baoshan, Kunming and other cities and cities, more than 100 vehicles, were mobilized. Dehong, Baoshan, Kunming, Shenzhen, Fujian and other places coordinated cross-regional cooperation and synchronized collection of networks, destroyed 12 warehouse dens, 2 tobacco processing dens, arrested 27 criminal suspects, seized 27.09 million illegal cigarettes, and seized various types of illegal cigarettes. Tobacco, tobacco, production machinery, packaging paper, etc., seized more than 100 bank cards and seized 7 vehicles involved.

  So far, a criminal suspect from Shantou, Guangdong and Yunxiao, Fujian, has established a fake and inferior cigarette production factory in Muse, Myanmar, and purchased a large number of fake equipment and accessories from Fujian, Guangdong and other places, and purchased concentrated purchases from Baoshan, Yunnan and other places. After the tobacco produced and processed is smuggled to Muse, Myanmar to produce counterfeit and inferior cigarettes, it is transported in Yunnan Province by means of passenger cars carrying goods, logistics vehicles carrying goods, and modified trucks entraining. A super large cross-border system with clear hierarchy, clear division of labor, and professional processes The network selling fake and inferior cigarettes was successfully destroyed.

  A total of 55,726 counterfeit and inferior cigarettes were seized in this case, with a case value of over 250 million yuan.

More than 40 persons involved were dealt with in the whole case, 33 persons were taken criminal compulsory measures, and 3 persons were pursued online for criminal suspects.

This case is also the Internet-related tobacco-related case with the largest number of criminals, the largest number of people arrested, and the largest number of items seized in Yunnan Province.

At present, the case has been transferred to the procuratorial organ for review and prosecution.
