In Longfeng Township, Daqing City, Heilongjiang Province, Chai Yuan, who works alone at home, sent work documents and communicated work matters with her colleagues via telephone, but did not reply to messages since then.

The incident occurred on June 18 this year.

Chai Yuan’s sister, Chai Fang, said that in the evening, her sister’s colleagues chose to call the police after repeated unsuccessful contacts.

After the police arrived, the police knocked on the door and no one responded, and then broke in. The suspect Jin Moumou slipped and fell to his death while escaping.

On September 1, a reporter from the Beijing News learned from the Police Reception Center of the Longfeng Branch of the Daqing Public Security Bureau that because Jin Moumou fell and died, the relevant case has been closed.

The police previously issued a statement showing that at the time of the incident, Jin entered the room where Chai Yuan was located and strangled her to death.

Although the case has been closed, Chai Fang believes that his sister was an employee of the Daqing City Planning Bureau (now known as the Daqing City Natural Resources Bureau) and was working at home at the time of the incident. The murder should be a work injury.

In response, the staff of the Industrial Injury Department of the Daqing Municipal Bureau of Human Resources and Social Security responded that the matter has been accepted, and the investigation is still in the process of investigation. The investigation time is 60 working days, and the investigation result will be given through the work injury certification.

The woman who lived alone was killed at home, the suspect fell off the building and died

The 34-year-old Chai Yuan rents alone in Longfeng Town, Daqing City, Heilongjiang.

Chai Yuan’s sister, Chai Fang, told the Beijing News that her younger sister lives on the 27th floor of the community. This year, affected by the epidemic, she has been working from home.

At noon on June 18 (Thursday), my sister was killed at home.

"Our family lives in the country, and we didn't receive the police notice until early the next morning."

The "Explanation on Chai Yuan's Murder and Death" issued by the Longfeng Branch of the Daqing Public Security Bureau showed that: on June 18, the suspect, Jin Moumou, fled to the Longfeng Town Community, and then entered Building 22 to take control of Chai Yuan. And strangled it to death.

Chai Fang mentioned that after Jin Moumou sneaked into the home of his sister Chai Yuan, he had pretended to be the head of the household and talked with the takeaway boy because of the delivery of the food.

A reporter from the Beijing News confirmed from the takeaway courier that at about 11 o'clock on the day of the incident, he had called Chai Yuan many times, but no one answered the phone.

After going upstairs and knocking on the door, a man's voice asked "who is it" from inside the house. After learning that it was a takeaway, the other party asked him to put the takeaway at the door.

"At that time, I heard the voice of a woman calling for help," said the takeaway deliveryman, but he was wearing a helmet and a Bluetooth headset and did not hear clearly. He stayed at the door for about a minute and left after seeing no abnormalities. .

Chai Fang said that Jin Moumou did not leave his sister's room immediately after committing the crime.

In the evening of the same day, my sister's colleague chose to call the police after repeated unsuccessful contacts.

When the police arrived, they knocked on the door and no one responded, and then broke in.

In the process, Jin XX fled to the 26th floor and fell to his death when he tied the sheets and was about to escape to the 25th floor.

On the afternoon of September 1, a reporter from the Beijing News learned from the Police Reception Center of the Longfeng Branch of the Daqing Public Security Bureau that because the suspect Jin Moumou fell to his death, the relevant case had been closed.

The man involved is a wanted criminal who absconded and committed two crimes in the same community within three days

Before the crime, Jin Moumou was a fugitive suspect wanted by the local police.

Chai Fang stated that on June 16, two days before his sister was killed, Jin XX killed a man and his sister in the Longfeng Township community and seriously injured a boy.

The day after the incident, the Longfeng Branch of the Daqing Public Security Bureau issued a reward notice, mentioning that 31-year-old Jin Moumou, a native of Zhaoxian County, Daqing City, was suspected of committing a major crime.

The person absconded after committing the crime, and a reward of 20,000 yuan will be given to those who provide major clues.

Chai Fang mentioned that on the morning of June 18, a taxi driver once saw Jin XX entering the community and called the police.

Subsequently, the police invested hundreds of police forces to guard and surround the community.

Many interviewees in the Longfeng Town Community mentioned that Jin XX runs a breakfast shop in the community and usually delivers food to the door.

Ms. Wu is the family member of the victim in this case of 2 deaths and 1 injury.

According to his introduction, the deceased was his husband and her husband's sister, and the injured boy was his sister's son, 10 years old this year.

"Jin Moumou committed the assault in the TCM clinic in the community. The child was cut with a knife on his face. He was later sent to the hospital for rescue. He was not in danger of life for the time being, but he was basically disfigured."

Ms. Wu said that Jin XX and her husband usually have little overlap, and there is no economic dispute.

Chai Fang also mentioned that her sister had only ordered a dozen takeaways at his breakfast shop through her mobile phone.

"Sometimes the takeaway is delivered by Jin's father, sometimes by himself." He also said that the two had no emotional or financial disputes.

Currently, this breakfast shop has closed.

Chai Fang and his family believed that the community property should also bear certain responsibility for the accident.

"There is no fence around the community, the height of the iron fence is only about 1.5 meters, adults can easily climb over, and there is no need to brush the door control card downstairs. Why did the community not strengthen security after the first case occurred?"

In response to the above questioning, on September 1, the property staff of the community told the Beijing News reporter that the community’s security facilities are complete and there are no related safety hazards. If family members have doubts about the community’s security, legal procedures are recommended.

The family members were killed by working from home during the epidemic, and their family members applied for work-related injuries

Chai Yuan was an employee of Daqing City Planning Bureau (now known as Daqing City Natural Resources Bureau).

Chai Fang said that in 2013, her younger sister was recruited to the Daqing City Planning Bureau by way of talent introduction after graduating from a master's degree. Her residential area was a public rental housing provided by the unit.

During the epidemic, the unit will implement a flexible working system, except for special circumstances, work from home at other times.

Based on this, she believes that her sister's death should be a work injury.

In the work-related injury application materials submitted by Chai Yuan's work unit, the written testimony of her two colleagues showed that on the morning of June 18, Chai Yuan sent work summary and expert list documents through WeChat, and communicated work matters by phone.

On September 1, the staff of the Industrial Injury Department of the Daqing Human Resources and Social Security Bureau told the Beijing News that they have accepted the matter, and the investigation is still in the process. The investigation time is 60 working days, and the matter will eventually be passed. The work injury certificate gives the results of the investigation.

Chang Sha, a lawyer from Beijing Jingdu Law Firm, believes that working at home is not the main factor in the determination of work-related injuries in this matter. Injuries in work-related injuries should generally be caused by work.

"Although it can ultimately be determined that Chai was injured at the workplace and working hours, if the injury was caused by non-work reasons, it is quite difficult to identify as a work injury."

Chang Sha mentioned that it is worth noting that Article 4 of the "Regulations of the Supreme People's Court on Several Issues Concerning the Trial of Administrative Cases of Science and Technology Injury Insurance" stipulates that "If the social insurance administrative department determines that the following circumstances are work-related injuries, the people's court shall support:( 4) Others related to the performance of work duties and were injured during working hours and within a reasonable area", referring to the people's court's determination of this, "if the Human Resources and Social Security Bureau finally makes a work injury determination, its determination should also be supported."
