The new quality of power is the vector towards which the turn of the state internal policy in the country is made. It primarily lies in social orientation.

In fact, under this sign began the Russian political year, when President Putin, in his January message, set the task of getting out of the “demographic trap” that hinders the country's development. This means that special attention is needed to the family and childhood. And for the whole so-called social sphere. Moreover, this direction was not knocked down by the coronavirus epidemic, it did not become a convenient excuse to curtail all undertakings. She only further confirmed her understanding of the fundamental importance of the problems raised and the need to resolve them without delay.

Here the world outlook reconfiguration is also important: "social sphere" is not a burden at all, a heavy burden, which, having seized the moment, it would be desirable to throw off. To put it simply, it is a long-term investment. The foundation and support of the state. After all, the country has long since switched from a short breath and a close perspective to the construction of far-reaching plans. She thinks more and more about the future.

Another fundamental point is that the current social direction of state policy is categorically different from the populist format of one-time social "injections".

This is not spontaneous gifts from the master's shoulder or something like that, but a well-thought-out strategy that does not depend on an elective or whatever calendar. This is precisely what the social format of communication between the state and society is.

This is also evidenced by the fact that the issue of performing discipline and personnel is extremely serious. After all, a new quality of power ...

One of the important directions of the current “demographic mobilization” is the provision of free hot meals to primary school students. The state went to colossal costs: 21 billion this year and twice as much next year. Vladimir Putin admitted that initially "everyone was against" this form of support, but he managed to prove that this was not money down the drain. That a healthy diet for schoolchildren is not only a parental headache, but again one of the mechanisms for building a new generation. Not abandoned to the mercy of fate, alienated, but feeling the shoulder of support and care of the state. After that, the government and the State Duma promptly prepared and approved the legislative framework for the implementation of this social initiative.

Now, on the eve of the start of the new school year, it is time to ask about readiness. At a meeting with the government, the president said that another quarter of the country's schools are not ready to organize hot meals. The regions and governors who did not fulfill the presidential instruction were named. Literally immediately, the lagging regions began to report on their readiness, to clarify the reasons why they were included in this list. For example, in the Arkhangelsk region, the problems were explained by small schools in hard-to-reach areas.

It is inappropriate to set up school canteens there, so they will provide children with food sets for making home meals.

The speaker of the lower house of parliament, Vyacheslav Volodin, said that "the State Duma will continue to monitor the situation with the provision of hot meals for junior schoolchildren." He also called on the people's deputies to help solve problems in organizing free hot meals for schoolchildren in their districts. The State Duma has already shown an example of a prompt legislative response to the presidential initiative. This means that it is also responsible for its implementation on the ground. Plus, it is necessary to ensure that the example of performing discipline shown by the parliament becomes the norm for the regions as well. The same new quality of power also concerns them ...

The point is not only in the package of social initiatives voiced by the president in his January message, which, it seems, you do not want, but must be implemented. The directions of the chosen strategy for the long-term social turnaround of the state are only expanding. Since March, the federal budget has additionally allocated substantial amounts of subsidies to regions with an unfavorable demographic situation. The money also goes to the organization of hot meals. This is not just plugging holes and situational solutions to the problems that have arisen; in parallel, support measures are being tested according to the degree of their effectiveness, so that in the future the state will focus on the most effective ones.

Since September, during the autumn parliamentary session of the State Duma, it is planned to consider a number of draft laws of a social orientation. Here is a document concerning the principles and implementation of youth policy. What is the logical development of "demographic mobilization" from the expansion of the maternity capital program and hot meals for schoolchildren. The deputies will discuss changes in the structure of public sector wages with the development of a unified system of incentive and compensation payments. Amendments to the Labor Code, a package of laws concerning "northern" benefits, and others will be considered.

We are talking about an impulse for the development of the country, which is built through demography and social support. All this is being done in the context of the two-year national plan for economic recovery, which was announced by Prime Minister Mikhail Mishustin at a meeting with the president at the very beginning of the summer. It also contains the most powerful and ambitious social projects. Again, the state makes it clear that this is not a burden at all, but a platform for starting, for a breakthrough of the country. Its fulcrum, the legislative outline of which is now being built by the State Duma.

Hence the very task of a new quality of power, the creation of its state and socially oriented elite, necessary for building a just social state. Isn't this a national idea, isn't it a goal, isn't this something they have called for in all the centuries of Russian history? ..
