China News Service, Hefei, July 14 (Liu Hao) Anhui Huangshan City Culture and Tourism Bureau released the "Instructions on the Water Damage and Protection and Restoration of Zhenhai Bridge" (hereinafter referred to as the "Instructions") on the 13th in the article. Zhongshan destroyed and the protection of the ancient bridge in Huangshan City in recent years.

According to the "Explanation": Since this year, the average rainfall in Huangshan City is 1808.3 mm, which is 50% more than the historical average. After entering the plum on June 2, it experienced 13 rainstorms and the average rainfall was 1015 mm, which was 2 times more than the same period last year. The Zhenhai Bridge is located at the confluence of the Hengjiang River and the rate of water. Since the flood began, the Hengjiang River Basin has been continuously affected by heavy rain and heavy rain. On July 7, the water level of the Hongfeng Peak in Xiuning Station of Hengjiang was 140.81m, the super alert was 1.21m, and the peak flow was 2900 cubic meters per second. Especially in this flood, the Hengjiang Hongfeng reached the Sanjiangkou earlier than the rate of water, and a drop formed between the two rivers, which further exacerbated the impact on the Zhenhai Bridge. The continuous flood erosion and long-term high water level immersion caused the Zhenhai bridge deck to be washed away , Bridge piers are seriously damaged.

Huangshan City conscientiously formulated and implemented emergency plans for flood control, and arranged special personnel on duty to guard in key areas along the river. After the danger occurred in Zhenhai Bridge, the grid personnel on duty discovered and promptly dismissed the pedestrians on the bridge as soon as possible, and immediately reported to the relevant parties to open the cordon 1. It is forbidden to pass through to avoid casualties.

The protection of Zhenhai Bridge has never been relaxed in recent years

The Zhenhai Bridge was built in the 15th year of Jiajing in Ming Dynasty (1536 AD) and has a history of more than 480 years. Due to the susceptibility to flooding, the historical Zhenhai Bridge has been rebuilt and rebuilt four times. The most recent one was the repair of damaged piers and damaged bridge decks in 1990. In view of the fact that Zhenhai Bridge has always assumed the transportation function, in order to strengthen protection, Huangshan City adopted measures to prohibit the passage of motor vehicles in 1990, allowing only non-motor vehicles and pedestrians to pass. The key cultural relics protection unit was approved in October 2019.

At the same time as applying for the national security agency, the Zhenhai Bridge was simultaneously tested in June 2018 (the test and evaluation level is level c, that is, the qualified level, which can be used continuously and needs local repair), and the preliminary work of repair and reinforcement is started. In August of that year, the cultural relics and planning pre-examination were obtained for the maintenance and reinforcement project, and the Municipal Development and Reform Commission approved the project at the end of the month. In September, the design unit and experts were invited to seek advice to carry out maintenance and reinforcement and style improvement and coordinated demonstration of the surrounding environment. The preliminary demonstration was completed in December and it was clear The principles and ideas of maintenance and reinforcement were fixed; in January 2019, the geological survey was completed, and a professional agency was entrusted to prepare the "Design Scheme for the Maintenance and Reinforcement Engineering of Zhenhai Bridge" and completed in March. The "Design Scheme" was submitted to the Provincial Cultural Relics Bureau in early May; June After an on-site inspection by experts from the Provincial Cultural Relics Bureau, the Provincial Cultural Relics Bureau approved the maintenance and reinforcement plan in October; according to the approved plan, Huangshan City immediately prepared a feasibility study report for the project, and the City Development and Reform Commission organized a feasibility report review at the end of December. The repair and reinforcement of Zhenhai Bridge is both a water-related project and a cultural protection project, with complicated approval procedures and strict requirements. Considering that Huangshan City entered the flood earlier than the whole province, and the “Peach Blossom Flood” often occurs in March, the wading project is arranged in principle to be implemented after the flood. After research by relevant departments, the Zhenhai Bridge maintenance and reinforcement project is planned to be implemented after the flood season in 2020, combined with the wading projects of Tunxi Old Street Binjiang West Road Bank Protection and Ancient Wharf Repair.

While actively promoting the repair and reinforcement of Zhenhai Bridge, experts have demonstrated that the construction of the new Liyang Bridge at 310 meters upstream of the Zhenhai Bridge in 2018 is not only to facilitate the passage of people, but also to strengthen the protection of the Zhenhai Bridge. After the completion of the Liyang Bridge in 2019, the Zhenhai Bridge That is, the passage of non-motor vehicles is prohibited, and it becomes a pedestrian bridge in full meaning.

It is our common wish to repair Zhenhai Bridge as soon as possible

Zhenhai Bridge affects the hearts of the people of Huangshan and all walks of life. The Municipal Party Committee and the Municipal Government respected the opinions of experts, followed the wishes of the masses, and made the decision to repair the Zhenhai Bridge as soon as possible, and reported to the State and Provincial Cultural Relics Bureau. The experts of the Provincial Cultural Relics Bureau rushed to the site for inspection on the 7th and immediately demonstrated the research. We comprehensively collected information about Zhenhai Bridge cultural relics, solicited opinions from all parties, and scientifically formulated a restoration plan. The maintenance project plan on July 10 has been reported to the Provincial Cultural Relics Bureau. We strive to report to the National Cultural Relics Bureau for approval as soon as possible, and hire a professional team in due course Salvage the original components and collect the original building materials as much as possible. On July 10, the Municipal Government Information Office held a media briefing to inform the Zhenhai Bridge of the water damage and preparations for restoration, and consciously accepted supervision from all walks of life.

In addition to the Zhenhai Bridge, this flood disaster caused damage to various ancient villages and ancient buildings in Huangshan City to varying degrees. We are in accordance with the requirements of the State and the Provincial Cultural Relics Bureau to conduct comprehensive investigations and strengthen maintenance to ensure the safety of cultural relics during the flood season.

It is our historical responsibility to protect Huizhou cultural relics scientifically

The ancient architecture of Huizhou is an important carrier of Huizhou culture, and the protection of the inheritance of Huizhou culture is the historical responsibility we must shoulder. Due to the lack of legal basis, there has been a problem of the loss of Huizhou ancient houses and ancient components in the past. We have continued to increase protection for this purpose. In 2009, the project of "One Hundred Villages and Thousand Buildings" was launched, and 101 ancient villages and 1,325 buildings were launched. The ancient residential houses were systematically protected, and in 2014, they were extended to the comprehensive protection and utilization of ancient buildings in Huizhou. The ancient villages and ancient buildings of 4 spatial forms and 12 monomer forms were comprehensively protected. More than 100 million yuan has allowed the precious Huizhou culture to stay and live. After obtaining local legislative power in 2016, we formulated the Huizhou Ancient Building Protection Regulations and other local laws and regulations to prohibit Huizhou ancient houses and ancient components from going out of the market, and promote the protection and utilization of the work on the rule of law. Huangshan City was selected as one of the first batch of national historical and cultural protection pilot projects. Huizhou Cultural and Ecological Protection Area became one of the first seven national-level cultural and ecological protection areas. The number of traditional Chinese villages increased to 271, ranking among the top prefecture-level cities in the country. One of the 10 pilot cities for the continuous protection and utilization of traditional villages.

It is the unshirkable responsibility of the contemporary Huangshan people to protect the good mountains and water conferred by nature and to inherit the precious legacy left by their ancestors. We will strengthen our cultural self-confidence, further protect and repair Huizhou ancient buildings, inherit and develop Huizhou culture, and let Huizhou culture regenerate and flourish in the new era.
