He is a newborn in the education system and he is not unanimous. Announced by Jean-Michel Blanquer on April 21 and created when school resumed on May 11, the system2S2C (sport-health-culture-civism) consists in offering pupils activities during school time, complementary to their learning. How to take care of children during the week when they cannot be in class, so that their parents can go to work. Because currently, if 80% of schools have been reopened, only 22% of schoolchildren are welcomed, most often in rotation, one or two days a week. "It allows us to welcome children all the time, Monday to Friday," insisted this Thursday the Minister of National Education during a trip.

The 2S2Cs are implemented by voluntary municipalities. Several cities have already committed to this system: Bordeaux, Le Havre, Marseille, Strasbourg, Avignon, Caen, Toulon ... But also smaller municipalities. "Tomorrow evening, there will be 1,000 agreements signed with municipalities," said Jean-Michel Blanquer on Thursday. And throughout the month of June, other conventions will be signed. On the program, various activities, depending on the possibilities of the municipalities: running, motor skills, dance, visual arts workshops, theater, activities around sustainable development ...

"This leads to a breach of territorial equality"

A device which seems enticing, but which however causes much criticism. It is first of all its implementation on the ground that raises questions. “The municipalities find it difficult to recruit animators to supervise these activities. It also poses a financial problem. Because state aid of 110 euros per 6-hour shift, to compensate municipal organizers, is insufficient ", explains Agnès Le Brun, spokesperson for the Association of Mayors of France (AMF) in charge of 'education.

And as during the implementation of the reform of school rates, it is clear that not all municipalities are housed in the same boat to orchestrate this system brilliantly: "This leads to a breach of territorial equality. Because big cities have the human and local means to offer quality activities, unlike rural communities, ”says Agnès Le Brun. A criticism also formulated by the Se-Unsa: “To date, few municipalities have chosen to implement the device and, where it exists, it is limited to providing a daycare service to students that schools do not can accommodate, far from the educational issues targeted, "said the union in a press release. The electoral context between two municipal towers is undoubtedly not unrelated to the fact that certain municipalities, anxious to offer assistance to their parent voters, have embarked on the adventure…

"A trial run to go towards a German model"?

The 2S2C also interrogate in the longer term. Is it a transitional arrangement or will it continue to exist at the start of the school year? Jean-Michel Blanquer hinted this Thursday. "The system is intended to continue in the times to come," he said. "What is important between school and extracurricular time is that there is no watertight partition," he added. “It is a question of having this complete vision of school times, this can represent progress for our school system. 2S2C is both an immediate response, but also a structural one for the development of children's sports and cultural activities, ”he added, recalling that establishments had already experimented with this type of device.

“We have the feeling that Jean-Michel Blanquer is preparing people for the 2S2Cs to still exist at the start of the school year. And that it is a trial run to go towards a German model, with class in the morning and activities in the afternoon, ”says Agnès Le Brun. In an interview with 20 Minutes last year, Jean-Michel Blanquer had already expressed his desire to develop experiments allowing to disrupt school rhythms, in particular by giving more room to sport in the afternoon.

"Education depends on a national policy, not local"

A prospect that would not delight Rodrigo Arenas, co-president of the Fcpe, the first association of parents of pupils: “It would be a way of replacing school time for the municipalities. However, what happens during school time must be based on an educational project voted by the school councils. And Education depends on a national policy, not a local one, ”he believes. The fact of entrusting activities around citizenship, for example, to actors outside the National Education, poses problem according to him: "The teaching of the values ​​of the Republic could be diverted and reflect ideological visions of certain municipalities", he worries.

This hypothesis of a more sustainable deployment of 2S2C also makes teeth cringe at Sud Education: “The project indeed consists in outsourcing what concerns sport and artistic activities to communities. Whether in the first or second degree, these lessons are an integral part of the missions of teaching staff. For Blanquer, this is a new opportunity to refocus school learning on the "read-write-count", "said the union in a press release. For its part, the SNUipp believes that the 2S2C poses a problem of "encroachment on the educational domain". A debate that could gain even more vigor at the start of the school year.
