China-Singapore Online Online, June 3 (Reporter Li Shuzheng) The Shanghai Public Security Bureau held a press conference on the 3rd to announce the effectiveness of the Shanghai police's efforts to prevent fraud on telecommunications networks since this year. According to the police, telecommunications frauds have "extensive tricks" and have over 300 types in 48 categories. The "black-gray" industrial chain is their accomplice.

Statistics show that since the beginning of this year, Shanghai police cracked down on telecom network fraud cases by 39.6% year-on-year, and arrested criminal suspects increased by 26.2% year-on-year; the number of Shanghai Telecom fraud cases dropped by 12.6% year-on-year, and the number of cases filed dropped by 28.9% year-on-year.

The police said that the fraudulent crime of telecommunication networks presents the characteristics of "industrialization" operation. With the help of the "black and gray" industrial chain, many cases have shown "precision" characteristics. Criminals who have obtained personal personal information from citizens commit fraud, which has greatly improved The possibility of success.

According to Officer Zhuang Liqiang of the Shanghai Public Security Bureau’s spokesperson’s office, the three types of telecommunications frauds that are most likely to succeed are: online shopping frauds, accounting for 26.7%; part-time bill frauds, accounting for 19.1%; loan and financial frauds, 17.8%; these three types of cases together with fake customer service, fake QQ WeChat, and online gambling accounted for 84.2% of the total.

The police said that the reason why this type of fraud is so deceptive is inseparable from the "black and gray" industrial chain behind it. Since the beginning of this year, the Shanghai police have continuously increased their efforts to crack down on the “black and gray” industrial chain. Through online and offline simultaneous efforts, we will focus on cracking down on illegal crimes involving phone cards, bank cards, WeChat groups, and QQ groups; at the same time, we will pay close attention to fraud websites, URLs, and APPs, and dig deep into individuals who develop technical tools and provide technical services for fraud gangs. , Enterprises, severely punished a group of fraudulent accomplices.

In mid-January of this year, when the Pudong branch detected a shopping fraud case, it was discovered that the content and description of the fraud message received by the victim was highly similar, and there may be industrial operations behind it.

The police soon locked the source of the short message: an information technology company in Pudong and a network company in Songjiang. The legal business registered by these two companies is the design, production and publication of various advertisements. But in order to earn twice the profits under normal circumstances, both companies have started to "hang sheep's heads and sell dog meat"-behind a very small number of normal information sending services, a large number of fraud messages that help fraudsters send. They even instruct criminals how to "package" sensitive information such as website links, loan quotas, and bills to avoid supervision. More than millions of scam text messages are sent every day.

On March 24, the Pudong branch ran simultaneous arrests of the two companies, arresting 24 criminal suspects headed by Zou, Cheng and others. Since then, the investigators have successfully sorted out a number of affiliated companies involved in fraudulent information sending services such as "swipe bills" and "increasing loan quotas" by combing text messages and analyzing data.

On March 26, the Pudong police acted again, smashing 17 information sending dens one after another, and arrested 103 suspects. At present, 32 of the 127 suspects arrested have been approved for arrest according to law.

According to the police, the above case is only the tip of the iceberg of the "grey-black" industrial chain. In addition to providing bank cards, providing SMS sending services, there are industries that provide criminals with personal information and mobile phone cards; industries that provide network communication services, phishing website construction, and phishing APP development services; provide illegal fund flow, payment settlement, Money laundering and cash services industries.
