The Hong Kong SAR Government launched the “30th Anniversary Online Exhibition of the Basic Law of the Hong Kong Special Administrative Region of the People ’s Republic of China” on the 30th, reviewing the historical background of the Basic Law, the process of drafting and promulgation, and the successful implementation of the Basic Law in Hong Kong.

  The Chief Secretary for Administration of the SAR Government and Chairman of the Basic Law Promotion Steering Committee, Zhang Jianzong, encouraged the public to review the important course of the 30-year promulgation of the Hong Kong Basic Law through exhibitions, understand the concept and practice of "one country, two systems", and ponder the importance of the protection of the Basic Law for the long-term development of Hong Kong.

  He said that the Constitution and the Basic Law together constitute the constitutional foundation of the Hong Kong Special Administrative Region. The National People's Congress established the Hong Kong Special Administrative Region and formulated the Basic Law in accordance with the Constitution, which stipulates the system of implementation in Hong Kong. The Basic Law provides a solid and clear legal guarantee for the practice of "One Country, Two Systems" in the Hong Kong Special Administrative Region. The country ’s basic principles and policies for Hong Kong, namely "one country, two systems", "Hong Kong people ruling Hong Kong", and a high degree of autonomy, can be fully implemented through the Basic Law.

  Zhang Jianzong emphasized that the preamble of the Hong Kong Basic Law clearly stated that the establishment of the Hong Kong Special Administrative Region is to safeguard the unity and territorial integrity of the country. Maintaining national security is the constitutional responsibility of the Hong Kong Special Administrative Region as part of the country.

  He said that the National People's Congress has recently passed a decision on establishing and perfecting the legal system and enforcement mechanism of the Hong Kong Special Administrative Region to safeguard national security. The upcoming law of the Hong Kong Special Administrative Region to safeguard national security will not affect the rights and freedoms enjoyed by Hong Kong residents in accordance with the law. The SAR Government will fully cooperate and complete the relevant legislative work as soon as possible to ensure that Hong Kong will maintain long-term prosperity and stability under the "one country, two systems" principle.

  Zhang Jianzong pointed out that the Basic Law Promotion Steering Committee will strengthen the promotion of the Constitution and the Basic Law to the public this year, including communities, teachers and students, youth, civil servants, business professionals, etc., so that people from all walks of life can better understand the relationship between "one country" and "two systems" To consider how to seize the opportunity from multiple angles and further promote the new practice of "one country, two systems".
