[Commentary] On the evening of May 22, the Chief Executive of the Hong Kong SAR, Lin Zheng Yuee, led the Secretary of the SAR Government and members of the Executive Council to meet with the media. Lin Zhengyue said that due to the increasingly serious national security situation facing Hong Kong, it is difficult for the administrative and legislative bodies of the SAR to complete the legislative work related to the maintenance of national security on their own within a visible period of time. The SAR Government fully supports the "Decision of the National People's Congress on Establishing and Perfecting the Legal System and Enforcement Mechanism of the Hong Kong Special Administrative Region to Maintain National Security (Draft)."

  [Commentary] Lin Zhengyue pointed out that national security is the top priority in every country and locality, and the basis for citizens to live and work in peace and content. This legislative work should be viewed positively.

  Safeguarding national sovereignty, security, and development interests is the constitutional responsibility that the Hong Kong Special Administrative Region needs to fulfill. It is the responsibility of the SAR Government, and it is also related to the vital interests of all Hong Kong citizens. As the highest organ of power in the country, the National People's Congress took the initiative at this time to establish and improve the legal system and enforcement mechanism of the Hong Kong Special Administrative Region to safeguard national security at the national level. This is both necessary and urgent.

  [Commentary] Lin Zhengyue emphasized that the NPC legislation only targets the four acts of splitting the country, subverting the regime, terrorism, and external intervention in Hong Kong. Residents' rights and freedoms according to law.

  First, (the relevant legislative work) will not affect the implementation of the principles of "one country, two systems", "Hong Kong people ruling Hong Kong", and a high degree of autonomy, so that the best system to ensure the long-term prosperity and stability of Hong Kong since the return can continue to be fully practiced. Secondly, it will not change the capitalist and legal systems practised in Hong Kong and the interests of foreign investors who are legally protected in Hong Kong. Third, the legislative work allows the SAR government to effectively prevent and curb acts and activities that endanger national security and organize terrorist destruction. In the end, this work will not affect the rights and freedoms enjoyed by Hong Kong residents according to law.
