The longer the world lives days in a new state for itself, the more it becomes clear that all developed countries operate more or less uniformly. Passing through all stages with different time lags, but still the same ones - from confusion to introducing good old quarantine measures and thinking about how we will get out of a sudden shutdown.

Of course, there are some national features and they form the timing and nature of the restrictions.

If you look at Europe, it suddenly turns out that the Austrians, for example, were the most disciplined. Almost the whole nation instantly lined up in ranks and marched in formation. That is, of course, physically - on the contrary: scattered around the apartments and tries not to break the very strict rules that have been in force since March 16. From time to time, the opposition sobs miserably about the “lost freedom” and the “threat of dictatorship” and bites Kurtz’s soul, suspecting him of totalitarian aspirations. But they are laughing at urban lunatics. Nevertheless, this week the Austrians begin to open stores and small enterprises. And this is the result of the disciplined behavior of society.

The Germans, contrary to expectations, turned out to be much more anarchist and from the very beginning entered into a confrontation with quarantine measures on an ideological and everyday level. And, unlike the Austrians, no one went in orderly rows. What made Chancellor Merkel cut off piece by piece from this pig. Introducing gradually more and more stringent measures, when it became clear that the people still did not understand something and continued the spring barbecue. Plus, the heads of federal states also pursued an independent policy on the introduction of quarantine measures, which brought some chaos.

While freedom-loving Germans reasoned that freedom or non-freedom is better, the country reached the figures of 130,000 infected and 3,194 dead.

And while one part of society sees quarantine as “introducing a dictatorship,” the more intellectual part has developed the wording “libertarian paternalism”, based on the fact that (as scientist Robert Lepenis says) “people need to be encouraged to their happiness - this is based on the worldview according to which people are systematically unreasonable. ”

In Moscow, only officially the people are one and a half times more than in all of Austria, so that, using the example of the capital, you can monitor the behavioral trends throughout the country - adjusted for the unbearable craving for freedom of the capital's inhabitants. After all, it is precisely here that figures are concentrated who were the first to oppose any quarantine restrictions. True, these very figures, when they smelled of bleach, immediately started shouting about "belated measures." Hypocrisy is also the crown chip of Muscovites, sorry for the pun. There is no other way to explain the neglected term “digital gulag”. By the way, in Germany they launched the state-wide tracking program for smartphones on smartphones, and about 40% of citizens fiercely resist the "digital concentration camp", believing that this is a dictatorship forever.

But, as you know, convinced atheists come before the first good air hole, and they talk about the "digital concentration camp" before the first infected person in the family.

By all accounts, it is clear that the city authorities did their best to reach out to citizens, so as not to introduce harsh measures, and introduced them gradually, hoping for understanding from the population. But Moscow turned out to be even more freedom-loving and reckless than red-brown Berlin.

Today's introduction of digital passes is a logical step to curb the epidemic. And it’s amazing - right away there were idiots who tried to test the system by the teeth: what will happen if we introduce fake data into the system? They write: “In Moscow, they issued 3.2 million digital passes for moving around the city, 900 thousand of which were canceled due to inaccurate data.” And it’s interesting, besides illegal immigrants, how many are alternatively gifted among them who stupidly cosplay a certain “hacker” who is proud to have written the word “ass” in the column “Place of residence”.

Our Moscow "libertarian paternalism" still looks more libertarian than paternalistic, because (despite the sobbing completely frostbitten or lazy, or just "all gone" citizens) it is clear that electronic passes are more likely an instrument of statistics and geolocation than draconian restrictions. This is a pretty soft hold. In fact, it is issued for 1) trips to work, 2) trips to the hospital, and 3) for any other matters. The last category includes trips to the store, to the cottage, to or from another region, trips to relatives to bring food to them, and so on. It is valid for one day. Such a pass can be obtained only twice a week. It looks strict only if you live alone and then you have to spin between elderly relatives and the purchase of food. But, thank God, progressive ideologists on scooters did not completely destroy the concept of family. And you can distribute responsibilities. In general, the epidemic slightly reminded people why, in general, the family is the main thing and the ideology of solemn individualism is inhumane.

In my free time from trips on passes, I would advise citizens to read the “Quarantine Charter, compiled by the Code of Laws ed. 1857 and the Continuation of 1876. "

When you get to paragraph 1377, “People leaving houses without permission from their superiors, or leaving hours not allowed, are taken into custody and are punished (Code of Criminal Procedure, Art. 832 of 1866). To supervise the enforcement of this rule, especially at night, patrols, dressed up as troops or townsfolk, are sent under the command of officers or residents of the most reliable, ”you may recall that the plague was actually defeated.
