The accident investigation team determined that the "9 · 29" major fire accident of Ningbo Ruiqi Commodity Co., Ltd. was a major production safety responsibility accident. According to the conclusion of the accident investigation, 2 people were investigated for criminal responsibility, and 21 people were punished by party discipline and government affairs.
At 13:10 on September 29, 2019, a major fire accident occurred at Ningbo Ruiqi Commodity Co., Ltd. (hereinafter referred to as "Ruiqi Company"), located at No. 195 Meilin South Road, Meilin Street, Ninghai County, Zhejiang Province, which killed 19 people. Three people were injured. The total area of the fire was about 1,100 square meters, and the direct economic loss was about 23.804 million yuan.
After the accident, the Zhejiang government set up an accident investigation team as soon as possible to conduct a comprehensive investigation of the accident. In response to the problem of accident exposure, the Zhejiang Province Safety Committee timely formulated a rectification plan and convened a meeting in a timely manner, specifically deployed to carry out the comprehensive production and fire safety management of small and micro enterprises, and carried out targeted investigation and rectification of safety hazards in units using hazardous chemicals.
The accident investigation team hired fire investigation experts to participate in the accident investigation throughout the process, through field investigation, investigation and evidence collection, inspection and appraisal, to find out the cause of the accident, determine the nature and responsibility of the accident. The investigation determined that the immediate cause of the accident was that when a certain employee of Ruiqi Company Sun Moumong poured the heated isoparaffin mixture into a plastic bucket, a combustible vapor caught fire and spread to disaster due to electrostatic discharge. At the same time, there are also indirect reasons such as the failure to implement the responsibility of the main body of production safety of the enterprise, the inadequate implementation of the supervisory duties of the local government and related departments with supervisory responsibilities, and the instability of intermediary technical service agencies.
In response to the cause of the accident and the problems exposed, the accident investigation team also proposed to clarify the supervision duties of key industry areas on accident prevention, increase the rectification of illegal buildings, continue to promote the comprehensive rectification of safety production and the investigation of hidden risks, and effectively strengthen the grass-roots safety supervision and emergency capabilities. Construction, comprehensive improvement of grass-roots safety supervision work capacity, actively promote the construction of a long-term mechanism of collective management, and promote the establishment of risk reporting and management commitment mechanism and other measures.
