But suppose you want to build your dog's playground from the money your pets have paid. Complaints can also be made by non-companies, and companions can use the facilities more comfortably. Furthermore, they will be able to claim animal-related policies and services fairly. The pet holding tax also means that the government and guardian are responsible for operating the animal care center for lost and organic animals as well as the social costs necessary for symbiosis with the pet.
As the pet population grows significantly and social interest in animal welfare increases, the budget for animal welfare is increasing rapidly. The Ministry of Agriculture and Food's animal welfare budget increased 9 times in four years from 1.4 billion won in 2015 to 13.5 billion won in 2019. In 2018, it was 75 billion won, an increase of 75% in two years. The costs will continue to increase and the nation's blood tax will increase, and the burden is not entirely on the part of the government, but pet caregivers share their burdens with responsibility.

However, without sufficient explanation, simply saying, "I will consider introducing a pet holding tax," was a big complaint. After the public debate, if the pet tax does not fit the domestic situation and the side effects are likely to be high, the tax will not be charged.
