According to the Ministry of Internal Affairs and Communications, users bear the cost of data communication for videophones and call charges for people who can hear sign language interpreters, but the costs for sign language interpreters and system maintenance costs are fixed for all landline and mobile phones. According to the Ministry of Internal Affairs and Communications, the telephone contractor's burden is expected to be about 1 yen per month.
