The pollution of beaches and oceans has become a slogan of the environmental crisis . We must not go far to find the harrowing images of this phenomenon: turtles trapped in plastic bottles, a seagull feeding its young with a cigarette butt, an ocean where plastic bags swim like jellyfish and will have more plastic that fish inside in 2050. A national initiative called Smoke Beaches puts its grain of sand and bets on improving the conditions on the beaches by prohibiting smoking in them.

This regulation has been adopted by seven Autonomous Communities but is governed by municipalities, as it is considered a municipal competence. The Autonomous Communities that have joined this initiative are Andalucía, Asturias, Baleares, Canarias, Cataluña, Galicia and Murcia . In total there are 118 beaches that have implemented this program and the list is headed by Galicia, which has a network of more than 80 coastlines where these recommendations are followed.

In addition to reducing smoke and preventing the harmful effects it has for both active and passive smokers, one of the central axes is to limit litter. In this sense, the Principality of Asturias has highlighted that 14% of the waste from its beaches comes from cigarette butts , which can also take up to 10 years to degrade. According to a report of the National Committee for the Prevention of Smoking this situation is a threat to the environment, since in Spain about 89 million cigarettes are smoked per day, which represents 32,455 million filters discarded annually in the country.

Galicia

The first Community to implement and promote this measure was the Xunta de Galicia in 2016. At the moment, it has a network of more than 80 beaches that practice this regulation, although none imposes fines for smoking. The region is extending this program and will be applied to a total of 141 beaches , both maritime and river, in 64 municipalities during this summer.

    For its part, the Principality of Asturias has established this year for the first time a small network of beaches where you can not smoke, as in Galicia, without penalties. This is a pilot program that is being carried out on four beaches of two municipalities and that the Principle seeks to extend to more beaches in 2020.

    Catalonia

    Catalonia has also been one of the first communities to implement this regulation, but unlike Galicia its extension has been much more limited. In 2018, the head of smoking prevention and control of the Ministry of Health, Josep Maria Suelves , said he wants "to make it normal to not smoke . We have become accustomed to seeing as normal not having tobacco at work or in a bar and now we want this perception to be extended to outdoor areas. " Currently, there are no smoking offenses on any of these Catalan beaches.

    Balearics

    The Balearic archipelago has two smoke-free beaches on the island of Ibiza and three in Mallorca. At the moment, none of these imposes sanctions. In a statement at the end of April, the Ministry of Health explained that it is a voluntary proposal and will ensure that no one smokes in these places, although the Local Police will not be able to sanction smokers .

    Murcia

    In Murcia there are seven beaches where you can not smoke. At the moment, they do not impose any sanctions.

    Andalusia

    In the Andalusian region there is only one "smoke free" beach. This is in the province of Granada and the penalty for throwing butts can reach up to 3,000. The Board has announced a project that seeks to promote that all beaches in the region follow the same path, however each city council adheres to this recommendation according to its criteria.

    When this project was announced at the end of May, the Minister of Health and Families, Jesús Aguirre , declared that the initiative has the dual objective of "promoting healthy habits to improve health and quality of life, increase environmental quality and reduce pollution and improve the image of the coasts. "

    Canaria

    The smoke-free beaches of this CCAA are concentrated on the island of Gran Canaria . In the town of Mogán, there are 10 of these beaches, and the penalties can reach 400 euros for smoking on the beach and 1,800 euros for throwing cigarette butts . On the other hand, in Las Palmas de Gran Canaria a citizen consultation was approved in December 2018 in which almost 90% of citizens voted in favor of making a beach without smoke and impose a fine of up to 300 euros for smoking. However, if this penalty is paid in the first 10 days, it can be reduced to 150 euros.

    It is expected that this proposal will expand in the coming years to more municipalities and Autonomous Communities. Although in many coastal areas this regulation is implemented as a recommendation, without penalty or penalty, it aims not only to promote a healthy lifestyle, but also to protect habitats that are increasingly affected by garbage.
