  The island tax-free shopping policy is a special preferential policy granted by the state to Hainan. Since the implementation in 2011, it has undergone five adjustments, and the annual tax allowance has been increased to 30,000 yuan. There is no limit to the number of purchases in the natural year. Residents inside and outside the island can enjoy the same tax-free shopping policy. At present, Hainan has implemented the island tax exemption policy to cover "air, sea, and rail" three types of island passengers, and there are "four places in three places" in duty-free shops.

  The tax-free shopping policy on outlying islands is the "golden sign" of Hainan Tourism. Haikou Customs introduced that from the implementation of this policy to the first quarter of 2020, the Customs has supervised the sales of 72.01 million pieces of island-exempt duty-free goods, with a sales amount of 55.07 billion yuan and 16.097 million shoppers.
