Academician Ni Guangnan of the Chinese Academy of Engineering, China's first-generation programmer and WPS founder Qiu Bojun, Huawei's consumer business software president Wang Chenglu and other Chinese six-generation programmers started a dialogue with Yuelu, focusing on the development of domestic software under the global open source trend.

  As a witness to the history of China's computer development, Ni Guangnan said at the Yuelu Dialogue that from the fact that the software industry has maintained a fairly high growth rate under the epidemic, it can be seen that software is an industry very suitable for China's development.

But at present, we still have not solved the problem of being constrained in some aspects, especially some large-scale basic software, which has some shortcomings.

Therefore, we must have policies that support open source software development.

  Therefore, we hope that the relevant parties will study one. China must have funds to support open source software (development), and of course also support general software, so that we can ensure that our software industry develops at a faster speed.

This is what we want to study. It is not that there is no money, but that we have not found a good system to encourage our rich funds, enterprises, and all walks of life to invest funds in software.

  [Explanation] Ni Guangnan said that emphasizing hard and soft is a long-standing misunderstanding in China's computer development.

Although both software and hardware are important, some of our systems follow older Western policies, which makes it difficult for software to evaluate intangible assets, which makes R&D investment more biased towards hardware.

  why?

If the local government wants to invest in software, what should you do if your investment fails? If the hardware fails, your production line has failed. You can say that my production line is equipped with all the equipment and the computer room is there. You can evaluate that there is not much loss.

But if the software fails, what is left?

What can be there?

No more, zero.

Therefore, this is not conducive to investment in software. This is also a problem to be solved. The evaluation of software assets and the capitalization of software must become systems.
