Al Jazeera Net has received a draft agreement between the legitimate Yemeni government and the UAE-backed transitional council, sponsored by Saudi Arabia and the UAE, aimed at ending the coup and reducing tensions and escalation between the two sides.

The draft includes five clauses, beginning with a prelude and ending with a conclusion, including, inter alia, "Parties to the Agreement", "General Principles" and "Guarantees for the Implementation of the Agreement".

The agreement is divided into three main sections: security, military and political.

Government of national unity
For its part, it provides for the formation of a government of national unity equally between north and south Yemen "based on the outcomes of the National Dialogue Conference."

The Southern Transitional Council gives two ministerial portfolios, while the National Coalition, the Revolutionary Movement, and the Hadramaut Conference give one ministerial portfolio to each, with the remainder of the south's share of ministerial posts being distributed to other southern political currents, including the GPC and the Islah Party. .

It also provides for the return of the government with all its members to carry out its work from within the city of Aden, "and all parties are committed to conduct its work without any objection or disruption."

Security restructuring
In the area of ​​security, the draft agreement stipulated the restructuring of the Ministry of Interior and all related agencies, and to include all security forces formed in Aden and other governorates during the past years "within the strength of the ministries of interior and security."

According to the document, the signatories of this agreement are committed not to form any forces outside the framework of state security institutions in the coming period.

Integration of military formations with the army
In the military field, the document stipulates that all signatories to the agreement must end all military formations outside the state.

It also stipulated the integration of all Shabwani elite forces, the security belt, all military brigades with unnamed names, the Tihami Resistance, the brigades of the Republic Guards, the Giants Brigades, and all the brigades and related units, within the framework of the national army of the legitimate government.

The document stressed that the tasks of the military forces is to defend the sovereignty of the country and fight the Houthi coup, and that all parties will commit not to divert these forces from their main tasks.

Guarantees
With regard to the guarantees of implementation of the agreement; the document stipulated the commitment of Saudi Arabia and the United Arab Emirates to provide all logistical support sufficient to implement what was agreed upon and provide explanations and clarifications on any point of ambiguity understood.

According to the same draft, Saudi Arabia will supervise the restructuring of the security forces in Aden and annex them to the Ministry of Interior and the formation of a neutral security force for a simple transition period to oversee security operations and oversee the theoretical transition with the agreement towards its actual implementation.

Draft 2019 Jeddah agreement to resolve the conflict in Aden between the legitimate government and the transitional council

Prelude
The agreement, called the Jeddah Agreement, aims to stop the escalation in the Yemeni interim capital Aden, unite to fight the Houthi coup and end the two-year conflict in Aden.

This agreement shall be signed between the Yemeni government headed by President Abd Rabbu Mansour Hadi and his government represented by the Prime Minister d. Moein Abdul Malik and the presidency of the Transitional Council led by Aidroos Qasim al-Zubaidi Chairman of the Council and other southern components.

Parties involved in the agreement
- The legitimate government of Yemen.

- Other southern political components.

General principles
In view of the importance of unifying ranks and rejecting the growing differences in Aden, the governments of Saudi Arabia and the United Arab Emirates considered the need to sponsor a comprehensive political settlement agreement to heal the rift in Aden according to a national partnership rule that does not exclude anyone and according to the following general principles:

- All Yemeni national parties are partners in the battle against the Houthi coup and the Iranian expansion in the region.

- Postponing all political issues related to internal conflicts to the post-war period in Yemen.

- The current Yemeni government is the government of all Yemenis not exclusively for a party or group, but a single political contract that guarantees the fair participation of all parties within the front facing the coup in Yemen.

- The security and stability of the liberated provinces is the responsibility of all parties involved in the front against the Houthi coup.

- Yemeni legitimacy headed by President Abd Rabbu Mansour Hadi is the umbrella entity for all Yemenis and all parties until the end of the war and coup.

- Negotiation and dialogue is the main entrance to solve all the problems between all the different Yemeni spectrums.

Based on the above, the parties to the signing of this Agreement agree to abide by the terms of this Agreement, which shall be divided as indicated below:

- The agreement is divided into three main sections: security, military and political, including obligations and rights of each party to the agreement.

Security aspect
- Include all security forces formed in Aden and other governorates during the past years within the strength of the Ministries of Interior and Security.

- According to the first paragraph in this aspect, the security belt forces and all the formations included in the framework are included within the strength of the Ministry of Defense or Interior forces, each according to its closest specific competence and as will lead to side discussions that do not affect the substance of this agreement.

All restructured security forces are subject to the Ministry of Interior and all related agencies.

- The restructuring of all the security services of the Transitional Council and the other of the legitimate government is carried out within a single security force under the control of the Ministry of Interior.

- The functions of protecting cities and their capitals shall be assigned to the competent security agencies to secure cities according to the functional sequence of the Ministry of Interior.

- The signatories of this agreement are committed not to form any forces outside the framework of state security institutions in the coming period.

- The legitimate government is obliged to pay the salaries of all members of these forces after restructuring and integrating them within the strength of the Ministry of Interior.

- All appointments and promotions in the Ministry of Interior and Mobility shall be subject to the promotion system in force in the Republic of Yemen according to competence and competence.

- The Ministry of Interior is committed to using the required amount of security forces in charge of protecting cities, reducing the militarization of civilian life and stopping security aspects that worry citizens' lives.

- Activate the work of all sections of the police and criminal investigation in all governorates and work to rehabilitate all employees of the Ministry of Interior in all governorates.

- All parties are committed to strive to combat all armed formations outside the framework of the law.

- All security camps are under the influence of the Ministry of Interior.

- Removing any redundant security units outside the cities.

The military side
- The National Army of the Republic of Yemen is the umbrella umbrella for all parties within the project to end the coup and restore the legitimate government in Yemen.

- All signatories to this Agreement shall end all military formations outside the State.

- Integrating all Shabwani elite forces, the security belt, all military brigades with unnamed names, the Tihami Resistance, the brigades of the Republic Guard, the Amalekite brigades and all relevant brigades and units, within the framework of the national army of the legitimate government.

All military units referred to in the provisions of this Agreement shall be subject to the control, direction and influence of the Ministry of Defense and the President of the Republic in his capacity as Supreme Commander of the Armed Forces.

- All the military units referred to above have one goal: fighting the Houthi coup, restoring legitimacy in Yemen and protecting the borders and territorial integrity of the Republic of Yemen.

- All the signatories to this agreement are committed to moving all military units out of Ataq and Zanzibar and all major cities and capitals and pushing them to participate in the battle to restore legitimacy and end the coup.

- Restructuring all the forces mentioned above according to real national systems.

- Ending and fighting corruption in the ranks of the armed forces units and establishing monitoring committees to follow up salary payments and stop any operations earned outside the law.

- The tasks of the military forces to defend the sovereignty of the country and fight the Houthi coup and all parties are committed not to divert these forces from their main tasks.

- The government is obliged to pay the salaries of all these forces in accordance with the wage system in force in the strength of the national army forces, including bonuses and incentives.

The political side
- Formation of a government of national unity equally between North and South Yemen based on the outcomes of the National Dialogue Conference, which provided for a 50/50 split between the north and the south.

- The Southern Transitional Council, the Southern National Coalition, the Revolutionary Movement and the Hadramaut Conference are mainly involved in the agreed composition of the government.

- The Transitional Council shall receive two ministerial portfolios, while the National Coalition, the Revolutionary Movement and the Hadramaut Conference will each receive one ministerial portfolio, with a total of five parties.

- The remaining share of the South's ministerial positions shall be distributed to other southern political currents, including the General People's Congress, the Islah Party, the Socialist Party, the Nasserists and the independents, in equal proportions to ensure political participation in power for all parties.

- President Abed Rabbo Mansour Hadi is the President of the Republic and the main source of political legitimacy in Yemen.

- President Abd Rabbu Mansour Hadi names his prime minister and a number of sovereign ministries.

The Government shall return to all its members to carry out its work from within the city of Aden and all parties shall be committed to conduct their work without any objection or disruption.

- The House of Representatives in its Presidential body and all its members return to Aden to work from within and start holding its sessions from there.

- The Transitional Council is granted the post of governor of one of the southern governorates, while the positions of governors are distributed equally among other political components and the government.

- The government is obliged to pay the salaries of all state employees without interruption, providing public services, activating the principle of monitoring and accounting for all its activities and investigating any corruption charges.

- The Transitional Council and other southern entities referred to in the context of this agreement, namely the Revolutionary Council, the Southern National Coalition and the Hadramaut Conference, were given the opportunity to represent themselves in any final negotiations for a political solution in Yemen.

Guarantees to implement the agreement
Both Saudi Arabia and the UAE are committed to providing all logistical support sufficient to carry out what has been agreed upon and to provide explanations and clarifications regarding any ambiguity.

- The Kingdom of Saudi Arabia begins to supervise the restructuring of the security forces in Aden and to include them within the Ministry of Interior and the formation of a neutral security force for a simple transition period to oversee security operations and oversee the theoretical transition process by agreement towards its actual implementation.

- The Kingdom of Saudi Arabia will form a political team based in Aden to supervise the implementation of the agreement.

- The Kingdom of Saudi Arabia shall reopen its embassy in Aden and shall provide all legal advice to all parties involved in this Agreement.

- All signatories to this agreement pledge to reduce the level of tension and create the atmosphere for the success of the agreement, including the cessation of mutual media campaigns and the release of abductees from both sides in Shabwa and Aden.

Conclusion
The agreement is subject to political discussions between all parties and without prejudice to its basic content.

If the parties agree to the above agreement, it will be signed in the Kingdom of Saudi Arabia in the presence of Saudi King Salman bin Abdul Aziz and is called the Jeddah Agreement.
