Beijing, 10 Oct (ZXS) -- This reporter learned from China's Ministry of Natural Resources on 24 October that on September 24, Shanghai's Chongming Dongtan Wetland (hereinafter referred to as "Chongming Dongtan Wetland") completed the registration of natural resource rights. This is the first registration of natural resource rights confirmation by a state registration agency in China, and the first time that a wetland of international importance for which the central government directly exercises ownership has been registered.
According to reports, this confirmation of rights registration takes the Chongming Dongtan wetland with important ecological value as the registration object and accurately lands it in the national land space, clarifies the owners, supervisors and responsibilities of Chongming Dongtan wetland resource assets, solves the problems of insufficient ownership and ambiguous ownership boundaries, and provides property rights support for the effective supervision, strict protection and exercise of owners' rights and interests of wetland resources.
Chongming Dongtan Wetland is located at the easternmost tip of Chongming Island in Shanghai, at the core of the estuary of the Yangtze River, and is one of the largest and most typical estuarine tidal tidal flats wetlands in China, and was listed in the list of internationally important wetlands in 2002.
The Chongming Dongtan Wetland Confirmation Register mainly records the following three types of information: First, the natural condition. The registered area of Chongming Dongtan Wetland is 32600,34.10928 hectares, and the wetland resources in the registration unit are 03,9156.13 hectares, the water flow resources are 9,8.1 hectares, the forest resources are 49.12504 hectares, the grassland resources are 89.<> hectares, and the other resources are <>,<>.<> hectares. The second is the status of tenure. All kinds of natural resources in the registration unit are state-owned, and the main body performing the duties of natural resource asset owners is the Ministry of Natural Resources (including the State Forestry and Grassland Administration). The third is other related matters. Examples include drawings accompanying the register, as well as information on real property rights and public control associated with the registration module. The Chongming Dongtan Wetland Registration Unit is all within the ecological protection red line.
After ten years of practical exploration, China's natural resource rights confirmation registration has been transformed from scratch, from pilot exploration to full implementation. According to reports, since the beginning of this year, relevant departments have completed the announcement and registration of mineral resources with proven reserves such as Shanghai Chongming Dongtan International Important Wetland, Shandong Kunlun Mountain National Nature Reserve, seven rivers and lakes such as Shiguan River, and Zhejiang Shaoxing Pingshui Mining Area, opening up the "last mile" of natural resource confirmation registration.
