The policy clarifies that before the island-wide customs operation, enterprises registered in the Hainan Free Trade Port and have independent legal personality are imported for production for their own use, production and processing activities are carried out in the "two ends outside" mode, or services are provided in the "two ends outside" mode The raw and auxiliary materials in the positive list consumed in the course of trade are exempt from import duties, import value-added tax and consumption tax.
