Not long ago, the Ministry of Industry and Information Technology and 17 departments including the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Finance jointly issued the "Several Opinions on Improving the System for Supporting the Development of Small and Medium-sized Enterprises" (hereinafter referred to as the Opinions), and put forward 25 specific measures in 7 areas.

What are the differences in the opinions issued this time?

At present, the third-party assessment of the environment for promoting the development of small and medium-sized enterprises has been carried out nationwide, and has been publicly released to the public to realize the promotion of excellence and reform through evaluation, and to continuously optimize the development environment of small and medium-sized enterprises.

  It is worth noting that the opinions specifically propose to strengthen the policy mechanism for government procurement to support SMEs and increase the share of SMEs in government procurement.

"In fact, the "Law on the Promotion of Small and Medium Enterprises" stipulates that relevant state departments should formulate relevant preferential policies for SME government procurement. The Ministry of Finance also issued relevant measures in 2011 to stipulate the preparation of government procurement plans and formulate specific procurement from SMEs. The plan specifically proposes that more than 30% of the total budget of the department’s annual government procurement projects should be reserved for procurement by small and medium-sized enterprises." Data show that in October, the SME Development Index reached 87.0, an increase of 0.1 point from the previous month, and remained flat or increased for 4 consecutive months. It has now risen to the highest point since February this year.

  Specifically, fiscal, taxation and financing policies help companies to relieve their development.

As of the end of September, the balance of inclusive small and micro loans reached 14.6 trillion yuan, a significant year-on-year increase of 29.6%.

The proportion of small and medium-sized enterprises that reflect tight liquidity has declined for 7 consecutive months, and the profit margin of operating income has rebounded significantly.

Industry guidance policies help enterprises to innovate and develop.

From a national perspective, at present, more than 20,000 “specialized, specialized, innovative” SMEs have been cultivated and recognized at the provincial level, and the professionalization capabilities of SMEs have been continuously improved.
