The "Measures" pointed out that the annual festivals refer to the statutory holidays prescribed by the state (including New Year, Spring Festival, Qingming Festival, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day) and ethnic minorities approved by the people's government at or above the autonomous region festival.

In principle, holiday condolences are articles that conform to Chinese traditional festival habits and daily necessities necessary for the employees. The grassroots trade unions can adopt convenient and flexible distribution methods based on actual conditions.

For example, the Shanghai Federation of Trade Unions has clarified that all grass-roots trade unions can increase the one-time holiday condolences on the basis of the standard for distributing condolences during the holidays and festivals. The quota is used to purchase products for poverty alleviation in Shanghai’s east-west poverty alleviation collaboration and counterpart support areas. The standard does not exceed 500 yuan per person.

  Hubei Province this year, on the basis of implementing normal annual welfare benefits for employees, will add additional employee benefits to a standard of no more than 500 yuan per person.

The Hubei Provincial Federation of Trade Unions allocated 100 million yuan in special subsidies to create conditions for the province's grassroots trade unions to organize and purchase agricultural and sideline products in poor areas, and actively help alleviate poverty.

For example, the standard of holiday condolences in Beijing is adjusted from the total annual expenditure not higher than 30% of the labor union budget expenditure of the current year to 50% of the labor union budget income of the current year; the Shaanxi Provincial Federation of Trade Unions clarified that the basic-level labor unions issue festivals The upper limit of the standard of condolences is increased by 700 yuan, and the total annual amount for each member does not exceed 2,200 yuan.
