The president of the metropolis of Lyon Bruno Bernard (EELV) announced Wednesday, during a visit to Villeurbanne, wanting to extend to other municipalities of the agglomeration the device "zero long-term unemployed territory" experienced in this municipality since 2017.

"We want to develop this device (...) in conjunction with the mayors and have at least five new devices in the metropolis," said the elected ecologist.

And to assure: "There are many interested municipalities".

A meeting is scheduled for early October with all the volunteer territories to determine which files are the most relevant.

While a bill aiming to increase the number of authorized territories was examined in the National Assembly, the president of the metropolis said he wanted the duration of the experiment, currently five years, to be extended.

Extend the device to seven or eight years

"It would be better to wear it probably to seven or eight, because it's all long term," he said.

The city of Villeurbanne is one of the first ten territories in France to have established this device, through the creation of EmerJean.

This service company now has 80 employees, "the vast majority of whom are ex-job seekers who live in the disadvantaged district" of Saint-Jean, according to the president of the company Bertrand Foucher.

On average, people hired on permanent contracts had been out of work for more than four years.

In this device, social assistance received by the long-term unemployed is paid to the company to pay part of their salary, or nearly 18,000 euros per person.

The rest is financed by the proceeds of the 20 activities offered by the company, such as sewing, laundry or bicycle repair.
