The Government has presented to the Spanish Federation of Municipalities and Provinces (FEMP) a proposal so that the municipalities can access part of their important surplus: a voluntary loan by local entities for the total of this remainder to the Central Administration, and with which the Treasury will make two separate income in 2020 and 2021 that, at least, will represent 35% of the funds contributed and that will reach 5,000 million ,

It is a somewhat complex mechanism to which this newspaper has had access and which has already generated many doubts and even rejection among some municipalities, since they maintain that they have the right to access these funds to face the consequences of the crisis of the coronavirus without having to make any kind of transfer to the Central Administration. They consider, therefore, that the State is taking possession of money that belongs to them and from which they will also only receive 5 billion in 2020 and 2021. The rest, up to a total of close to 15,000 million, will be reimbursed within a period of time. of 10 years.

From the Government, on the other hand, they defend that it is the only way in which the municipalities can access these funds. They explain that the stability law and even the Constitution itself obliges local entities to achieve budget balance , and that the direct use of the remainder would generate a deficit.

But with the model developed by the Treasury, they add, a financial income of 2,000 million is made this year and another 3,000 million next year, which will not add to the deficit of the municipalities , but will be computed as a deviation from the State.

The proposal of the Executive also points out that the Ministry of Finance will establish the conditions and areas in which the municipalities can spend those 5,000 million: Spanish Urban Agenda and Sustainable Mobility, with the possibility of increasing the supply of rental housing, proximity care, with specific programs for elderly and dependent people, and culture.

The Federation of Municipalities, for its part, points out that the agreement is still under negotiation and that it is not a closed text. The maximum term to close it is the end of this month, although they do not rule out that there will be news in the coming hours . The president of the FEMP and the socialist mayor of Vigo, Abel Caballero, maintains a good relationship with the Minister of Finance, María Jesús Montero, which could facilitate the agreement despite the reluctance on the part of some municipalities.
