  In addition, the Civil Aviation Administration, together with the Ministry of Commerce, has established a mechanism for matching supply and demand between foreign-invested foreign-funded enterprises and international air transport capacity. In accordance with the principle of "government builds platforms and business cooperation with enterprises", it optimizes the capacity allocation to meet the international air cargo needs of key enterprises. At present, a total of 25 domestic airlines participate in the mechanism, and publicize business contacts to ensure that foreign trade companies can contact at any time to put forward capacity requirements.

  First, international air cargo capacity has been greatly improved. Before the outbreak, my country and 75 overseas destinations in 31 countries maintained regular cargo flights and operated 1014 cargo flights per week. After the outbreak, the operation of China’s cargo routes was greatly affected, and the number of operating flights and network coverage declined. By mid-February, the number of countries connected to China’s cargo flights and the number of overseas destinations dropped to 26 and 68, respectively. The operating cargo shift was reduced to 788 shifts.

  Through the encouragement of various policy measures, the cargo capacity has been greatly improved. In June, China and 105 overseas destinations in 45 countries maintained regular cargo flights. According to the flight plan, Chinese and foreign airlines perform an average of 2390 scheduled cargo flights per week. , An increase of 135.77% from the 1014 classes per week before the epidemic and 203.3% from the 788 classes per week in mid-February. In addition, the volume of temporary cargo flights has also doubled.   Second, "customer to goods" plays an important complementary role. Many airlines have used a large number of idle passenger planes to open "passenger-to-goods" overtime charter flights. On the basis of all-cargo flights, additional "passenger-to-goods" flights were added in March-June: 988, 3619, 4625 and 2539 Class, the "passenger to cargo" flights accounted for more than 50% of the total number of new cargo flights. To a large extent, it has made up for the current shortage of cargo aircraft capacity, and has played a major role in protecting Baotong, guaranteeing transportation and supply, and stabilizing foreign capital and foreign trade.

  Third, the problem of international mail express backlogs has been significantly eased. On the basis of the original flights of Post Air, support for the newly added 308 temporary cargo flights to Japan, South Korea and surrounding areas, effectively solved the problem of the backlog of mail shipments that had been reflected in the previous period.

  Fourth, international aviation emergency major transportation guarantee is strong. As of June 30, in accordance with the requirements of the State Council’s joint prevention and control mechanism and the needs of other relevant units and ministries, 35 domestic airlines were organized to complete the outbreak prevention and control, emergency humanitarian assistance, and medical material transportation tasks of 1,035 sorties, transporting more than 4,948 tons of materials ; Among them, it carried out 87 sorties of the "health package" of the Ministry of Foreign Affairs, transporting 698 tons of materials, involving 25 countries including the United States, Britain, Japan, South Korea, Italy, and Russia.
