  • Even after deconfinement, the drop in activity is 21% in the Pays-de-la-Loire.
  • Thursday and Friday, a new spending plan will be put to the vote of the regional councilors.

It's time to put your hand in your pocket. Two months after the deconfinement, the time is not yet up in the Pays-de-la-Loire, as in the rest of France. The region which had hitherto had one of the lowest unemployment rates is struggling to see its indicators return to green. During confinement, it even recorded up to 36% drop in activity. A drop that has since shrunk a little to 21%. However, the aeronautics and automotive sectors, for example, are causing concern as they are struggling to regain cruising speed.

To “cope with the shock”, after having launched its own “resilience fund”, the regional council is preparing to vote on Thursday and Friday for an emergency plan, amounting to 332 million euros. "These are new expenses, for the financing of 145 measures," says Christelle Morance, the president (LR) of the region, who had advocated for "accelerated deconfinement".

Priority to the economy and employment

In this plan, "developed in consultation" with various actors, priority to the economy and employment. An envelope of 127 million euros of investment will be dedicated to VSEs and SMEs. To revive the building and public works, 50 million euros will go to the municipalities and inter-municipal authorities to amplify public investment. An envelope of one million euros is planned for businesses, in particular to accelerate their digitalization.

Still to help professionals replenish their coffers, the plan also provides for the creation of a tourism property company which would make it possible to buy back the walls and renovate certain hotels or restaurants, while their owners get their heads out of the water. "The objective is that companies continue to invest, and therefore to innovate," hopes Christelle Morance. And to avoid layoffs, a “loan of labor” platform will be set up to respond to decreases and increases in activity. The number of training places for job seekers will be increased by 20%.

A “purchasing power” component

The plan which will be put to the vote on Thursday also contains a "purchasing power" component, intended for the most fragile inhabitants: freezing of the Aleop transport prices, check for 100 euros for families of scholarship students, envelope of 2 million euros for charities.

The region would also like to accelerate on two themes, green growth and health. On this last point, it proposes to devote an additional five million euros to the development of "medicine of the future".
