The Independent Office for the Regulation and Supervision of Procurement, that is, the body for supervising public procurement, is currently without a president. The Official State Gazette (BOE) published this Thursday the dismissal of its former head, María José Santiago, who just two years after his appointment has resigned from the post when the expected duration of his mandate is six years .

The reason for leaving Santiago is that last week she was appointed director of Legal Advice and Legal Compliance at Tragsa, a public company that is part of SEPI. And from the Treasury, the Ministry on which both the contracting office and SEPI itself depend, adds that the movement has been completely voluntary and that the right person is being sought to fill the position. The task will not be easy, since the regulations require that the person responsible be an official with extensive experience in public procurement.

But, in any case, the departure from Santiago, that there is not yet a new president and, in short, the fact that the hiring office is headed, is one more example of the lack of attention and resources that has been dedicated to the organism . The body was created in 2018, still under the government of Mariano Rajoy, and as a result of the demands of Brussels, where it is considered that Spain should improve its public procurement.

However, the fact that it was integrated within the Treasury already reduced its relevance compared to, for example, the Independent Authority for Fiscal Responsibility (AIReF). And while the role of the body that Cristina Herrero is leading today may be much more evident and palpable, the regulatory and supervisory office must take care of a very relevant aspect: "To ensure the correct application of legislation and, in particular, promote competition and combat illegalities, in relation to public procurement ", as indicated in the law that led to its creation.
