Starting June 15, 850,000 families will demand the minimum vital income (IMV), the government's flagship measure to raise a social shield that helps mitigate the economic effects of the coronavirus. Aid management will reside in the Social Security Institute (INSS), except in the Basque Country and Navarra. And the cost will be increased by the State ... less the bureaucratic part, which will correspond to the municipalities .

This is clear from the draft collaboration agreement between the INSS and the Spanish Federation of Municipalities and Provinces (FEMP), to which EL MUNDO has had access . Municipalities with more than 20,000 inhabitants will initiate the administrative file of each applicant, but the document -like the decree-law- does not include an item intended for local authorities to reinforce and expand their social service templates. And that leaves local finances at a complicated crossroads.

Why? Because the municipalities are already receiving a large number of requests for local help, so that they have no room for the same personnel to face a new - and laborious - bureaucratic process. The 850,000 families that aid is expected to reach will total 2.3 million people , one to one of which will have to be checked and monitored.

The decree-law that regulates the minimum income already included a provision that said that "the expenses" that derive from the initiation of the files "must be financed by the local entities exclusively with a charge to the current income that they plan to obtain in the same exercise in which the procedure regulated in that provision begins, without exceeding the surplus foreseen at the end of the exercise ". The draft of the agreement does not compensate it, but, in its seventh clause - which deals with financing - it explains: "This agreement does not imply by itself any obligation of economic content for any of the parties."

The tasks of the municipalities

The law prevents city councils from increasing their personnel expenses by more than 5% due to the management of the minimum income, but the mayors assure that they are already with water around their necks: "We are delighted to help with the minimum income, but we are going to collapse if we are not given funds to pay for the reinforcement of social services, "says the mayor of a large capital. "They make us bear the costs of a competition that is basically inappropriate: we should not pay the social workers who are going to manage it," he adds.

The draft details a large number of tasks for the municipalities, which, due to their proximity, are the ones that can best encourage aid to expand. Among many others, " check ex officio the maintenance of the coexistence unit" , "receive and transfer to the INSS" any change in the economic conditions of each family, "check compliance with the obligations" and "prepare reports" that will serve to determine the penalties for noncompliants.

But that is not the biggest fear of the municipalities. The main one is that they receive tens of thousands of coup requests, they cannot manage them and they are blamed for the delays (although the aid will be charged retroactively, until September 15).
