A reporter asked at the meeting that the Politburo meeting proposed to take the opportunity to promote reform and be good at using reform to solve problems in development. What is the focus of this year's economic reform? What important reform measures will the NDRC launch?

Zhao Chenxin introduced that in April and May of this year, the Party Central Committee and the State Council successively issued two important reform documents: One is the “Opinions of the Central Committee of the Communist Party of China on Constructing a More Perfect Market-Based Allocation System and Mechanism” issued on April 9, One is the "Opinions of the Central Committee of the Communist Party of China on Accelerating the Improvement of the Socialist Market Economic System in the New Era" issued on May 11. These two documents are very important, and the timing of their introduction is very particular, causing a very good response in society. These two documents strongly illustrate that when reforms are in progress, reforms are unwaveringly deepening.

Zhao Chenxin pointed out that these two documents indicate the focus of this year's economic system reform, and the main measures are summarized as "four efforts":

First, focus on promoting the establishment of a high-standard market system. We have to build a more complete system and mechanism for factor-based market allocation. This is a big goal. Targeting such a target, we will carry out comprehensive reform pilots for factor-based market allocation this year, formulate policy documents to accelerate the cultivation of the data factor market, and attract Enterprises of various ownerships have come to participate in the construction of the element trading platform. This year, we will also reform the management of land plans and give provincial governments greater autonomy in land use. In addition, we will revise and publish the 2020 version of the negative list of market access. This list will focus on the service industry and carry out pilot programs to relax market access and continue to break the hidden barriers to market access.

Second, focus on improving the quality and effectiveness of the reform of state-owned assets and state-owned enterprises. This year, we will formulate opinions on advancing the optimization of the layout of the state-owned economy and structural adjustments, and in-depth advance the four batches of 210 pilot mixed ownership reforms that have been announced. For enterprises with mixed ownership, we should do our best to explore the establishment of a governance mechanism and supervision system that is different from that of ordinary state-owned enterprises, and strive to form more replicable and expandable experiences. We will also study and formulate implementation opinions on deepening the mixed reform of state-owned enterprises, so as to create an upgraded version of the mixed reform policy, to better guide the state-owned enterprises on the surface to promote mixed ownership reform, so that mixed reform can better improve the reform of state-owned enterprises Play the role of breakthrough and "bull nose".

Third, focus on optimizing the development environment of the private economy. We must first implement specific measures to support the development of private enterprises in the fields of transportation infrastructure and manufacturing, promote the liberalization of competitive businesses in the fields of power, telecommunications, railways, oil and gas, and attract more private capital to participate in projects in these fields. Operation and project construction. In addition, this year we will fully implement the Business Environment Regulations and clean up unreasonable and discriminatory regulations and practices linked to the nature of enterprises. It is also necessary to further build a new type of political and business relations that are clear to the public, improve the mechanism for entrepreneurs to participate in the formulation of policies involving enterprises, and make every effort to help private enterprises solve practical difficulties.

Fourth, focus on improving and perfecting the system and mechanism of basic public services. This year, we will promote the introduction of a national standard system of basic public services. Through this standard system, we will clarify the scope of basic public services to be guaranteed by governments at all levels and what the bottom line standards are. At this stage of the important thinking brought about by the impact of the epidemic this year and the fight against the epidemic, it is necessary to let local governments at all levels know what to protect, and to what extent the basic people's livelihood is important, and check the standards of the target country to check for deficiencies and make up their own Allocation of resources uses limited financial resources in areas where the people are most concerned about and most in need.

Zhao Chenxin said that in addition to these "four efforts", we will also introduce some reform measures in other areas, including the adjustment of important people's livelihood commodity prices and green development. In short, reform is the trend of the people and the general trend. The National Development and Reform Commission will also work with relevant departments to unswervingly deepen the reform of the economic system to meet the expectations of the people.
