  In this regard, Zhao Chenxin responded that since the establishment of an incentive mechanism for supervision, the construction of an old-age service system has always been an important part of the incentive. Under this incentive-oriented role, various regions and departments continue to increase their efforts to promote the implementation of various support policies and guide social forces to participate widely. Positive progress has been made in the construction of the national pension service system, which can be summarized in three aspects:

  First, investment efforts are increasing. During the "Thirteenth Five-Year Plan" period, the National Development and Reform Commission's central budget for investment support for the construction of the old-age service system has increased year by year, and a total of more than 12 billion yuan has been arranged, focusing on supporting the shortcomings and promoting inclusiveness. In terms of making up for shortcomings, implement the basic responsibilities of government insurance and support the construction of support services for poor people; in terms of promoting inclusiveness, initiating the implementation of a special project for the linkage of inclusive old-aged cities and enterprises in response to the problem of "one bed is difficult to find" in old-age care services in large cities Actions to guide local governments, financial institutions, and pension companies to work together to provide more and more inclusive pension services for middle- and low-income seniors.

Policy documents such as “Several Opinions on Comprehensively Opening the Elderly Care Service Market and Improving the Quality of Elderly Care Services” and “Guiding Opinions on Promoting the Combination of Medical Care and Elderly Care Services” have been issued successively, and localities have also formulated land that meets local actual needs according to local conditions. , Planning, approval construction, fiscal and tax subsidies, integration of medical and nursing, fire protection, finance and other policies, the business environment for the development of pension services has gradually improved.

  The third is a substantial improvement in service capabilities. Through the joint efforts of many parties, the scale of China's elderly care industry continues to expand, and the ability and quality of elderly care services have been greatly improved. As of the end of last year, the number of elderly care service beds in China had exceeded 7.61 million, and there were more than 34,000 old-age care institutions, of which social forces accounted for more than 50%. At the same time, emerging industries such as the Internet, the Internet of Things, artificial intelligence, and elderly care services are also rapidly integrating and developing. A large number of institutions have strategically deployed in the subdivision areas of institutional old age, community old age, and home old age to provide the elderly and their families Come to more choices for elderly care services and better service experience.

  Zhao Chenxin further stated that the continuous increase in investment, the gradual improvement of support policies, and the substantial increase in service capacity are the biggest improvements and progress in the field of elderly care services under the guidance of incentives in recent years.
