In May 2019, in response to domestic industry applications, the Ministry of Commerce launched this final review review investigation.

  In the announcement of the final review of the anti-dumping measures, the Ministry of Commerce stated that if the anti-dumping measures are terminated, the import of high-pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union may continue or recur in China. The damage caused by the related high-temperature bearing alloy steel seamless steel pipe industry may continue or occur again.

  According to Article 50 of the "Anti-dumping Regulations", the Ministry of Commerce proposed to the State Council Customs Tariff Commission to continue to implement anti-dumping measures based on the investigation results. The State Council Customs Tariff Commission made a decision based on the recommendations of the Ministry of Commerce, starting May 10, 2020 Anti-dumping duties will continue to be levied on import-related high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union, with an implementation period of five years.

  The Ministry of Commerce pointed out that the scope of products subject to anti-dumping duties is the product to which the original anti-dumping measures apply, which is consistent with the scope of products in the Ministry of Commerce's Announcements No. 34 of 2014 and No. 24 of 2019. The product is included in the "People's Republic of China Import and Export Tariff": 73045110, 73045190, 73045910 and 73045990. Other steel pipe products that do not meet the specific description of the product under investigation under the above tariff code are not within the scope of this investigation. The tax rate for continuing to levy anti-dumping duties is the same as the regulations of the Ministry of Commerce Announcement No. 24 of 2019.

  The ruling announcement will be implemented from May 10, 2020.
