Tourism, with Exceltur, the largest organization in the sector, at the forefront, has presented its own de-escalation plan, dubbed "Plan reborn tourism 2020". It is an alternative draft to the one presented by the Government last Tuesday and considered "unfeasible" by the different agents in the sector.

The Alliance for Tourism Excellence, Exceltur, which brings together the main organizations in the sector (hotel chains, travel agencies ...) indicates that 48.9% of companies expect to open in the central summer months, but a 51.1% do not expect the reactivation to start before September.

The Government, in its plan, allows the opening of the hotels from May 11, but without common areas. The problem is that mobility between provinces is not allowed, so the sector considers that it is not feasible to open an establishment if there are not going to be clients. It would be, as they illustrate, like going from being confined at home to doing it in a hotel room.

"The general measures of support for the tourism sector of the Spanish Government are below those of the main tourist countries," Exceltur points out in a document in which he suggests his own times of de-escalation. Exceltur proposes a great economic reconstruction program, in collaboration with the different political forces, "emulating the Moncloa Pacts".

Salvage phase

The plan is divided into three phases: the first is the "corporate rescue" (given that the sector has had zero income since the state of alarm was declared) and would last until the end of June.

During this time, liquidity measures are being demanded to alleviate companies, such as expanding the ICO financing lines with a 90% guarantee for the sector, extending the ERTE until the end of 2020, and postponing the payment of taxes and fees for everything. type.

Crisis committee

Starting in May, which is when some mobility would be allowed and companies have a "minimum income", they propose the creation of a crisis tourism committee and the compulsory and temporary acceptance by the consumer of bonds exchangeable for the amounts of services tourist (transport tickets, accommodation reservations, tour packages).

It is from the end of June that Exceltur believes that there will be gradual mobility between provinces and internal flights, ships and trains. "There will be a national demand" and this is where they consider that there must be "support for tourism openness" and a promotion plan that emphasizes the security of Spain as a destination. Portugal, for example, has a quality seal called "clean and save" to open hotels.

July: opening of the facilities

The opening and recovery phase would span from July to November. This is when the facilities will gradually open, according to their forecasts.

Only from October or November do they see the possibility of some international mobility by plane and ship. This phase would last until December, which is when one could speak, Exceltur says, of some consolidation.

"A first and limited revival of domestic demand is anticipated in the summer months , and foreign demand by plane is not expected before the end of the third quarter or the beginning of the fourth," they point out. One of the biggest problems for the sector is precisely this, given that each year more than 80 million tourists come to Spain and this demand is impossible to compensate with national tourism.

In all this time, the sector will have been left on the road, in the best case scenario, more than 92,000 million euros of lost turnover (since a tourism product, unlike other sectors, is not stored, if not make a trip, get lost).
