Ningbo Zhoushan Port is the largest port in the world in terms of cargo throughput, with more than 240 international routes connecting more than 600 ports in more than 100 countries and regions.
With the warning prompt of the "smart logistics" supervision platform, the Ningbo customs monitoring personnel learned for the first time that a freighter from Australia did not truthfully declare that it had called the port of the affected area. "The country highlighted on the" Smart Logistics "supervision platform is the epidemic area. The system will automatically compare the actual port of call of the incoming ship and the port order declared, and classify the ship based on the comparison result." Ningbo Customs Wang Hui, deputy chief of the logistics monitoring and command center of Xiehai Customs, introduced that the ship was warned by the system as "the global satellite trajectory is not in line with the port", reminding the customs to focus on it.
Through the "smart logistics" supervision platform, customs personnel can not only monitor the ships entering and leaving the country in real time, but also realize the retrospective playback of the ship's trajectory. It is understood that the recent trajectory of inbound ships, including the time and location of the port call in the middle, whether they have passed the key epidemic area, and other information will be visually displayed on the supervision platform. The ship declaration and the actual trajectory are automatically compared.
A few days ago, a foreign ship docked in the Daxie Port Area of Zhoushan Port in Ningbo and declared to the customs electronically that the crew ’s health status was “no abnormality”. After tracing back its global navigation trajectory, Ningbo customs officers discovered that the ship had recently docked at the port in the affected area, and the risk was judged to be high risk.
Upon boarding the quarantine, an expatriate crew member of the ship was found to have fever symptoms and had a history of taking antipyretics in the last 14 days, so emergency procedures such as nasopharyngeal swab sampling, individual isolation on board, and investigation of close contacts were initiated. After confirming that the nucleic acid test of the New Coronary Pneumonia virus is negative, the possibility of infection is finally ruled out. After that, Ningbo Customs imposed administrative penalties on the illegal acts of the ship's party who failed to truthfully declare the crew's health status and hindered frontier health and quarantine.
Since this year, Ningbo Customs has accumulatively conducted effective risk judgments on 2,635 trajectories and accurately monitored 495 ships from countries and regions with high risks of the new coronary pneumonia epidemic. (Finish)
