  He said that the new type of infrastructure is guided by new development concepts, driven by technological innovation, based on information networks, and oriented to high-quality development needs, providing digital transformation, intelligent upgrades, integrated innovation and other services. At present, it mainly includes three aspects:

  One is information infrastructure. Mainly refers to the infrastructure generated based on the evolution of a new generation of information technology, such as the communication network infrastructure represented by 5G, the Internet of Things, the Industrial Internet, and the satellite Internet. Technical infrastructure, such as computing power infrastructure represented by data centers and intelligent computing centers.

  The second is the integration of infrastructure. Mainly refers to the in-depth application of Internet, big data, artificial intelligence and other technologies to support the transformation and upgrading of traditional infrastructure, and then form a converged infrastructure, such as intelligent transportation infrastructure, smart energy infrastructure, etc.

  The third is innovative infrastructure. Mainly refers to the infrastructure with public welfare attributes supporting scientific research, technology development, and product development, such as major scientific and technological infrastructure, science and education infrastructure, industrial technology innovation infrastructure, etc.

  He emphasized that with the technological revolution and industrial transformation, the connotation and extension of new infrastructure is not static, and the National Development and Reform Commission will continue to follow up and do four aspects of work:

  One is to study and issue relevant guidance to promote the development of new infrastructure.

  The second is to focus on improving the long-term supply quality and efficiency of new infrastructure, and revise and improve the access rules that are conducive to the sustainable and healthy development of emerging industries.

  The third is to accelerate the deployment of 5G networks, promote the optimization and upgrade of optical fiber broadband networks, and accelerate the construction of a national integrated big data center. Steadily promote the "digital +" and "smart +" upgrades of traditional infrastructure. At the same time, innovative infrastructure is deployed ahead of schedule.
