General Secretary Xi Jinping pointed out in an important speech at the symposium on decisive battle and victory over poverty that multiple measures should be taken to consolidate achievements. It is necessary to increase employment poverty alleviation, strengthen the accurate connection of labor export and import destinations, stabilize positions and expand positions, support leading poverty alleviation enterprises and poverty alleviation workshops to resume work as soon as possible, improve poverty-stricken ability, and use public welfare posts to provide more local employment opportunities nearby. To increase industrial poverty alleviation efforts, the development of the breeding industry has its own rules, the cycle is longer, and we must focus on long-term cultivation and support. Over the past few years, micro-credit for poverty alleviation has played an important role in supporting the development of production by the poor, and we must continue to adhere to it.

Focusing on employment and poverty alleviation, various localities are working hard: cooperation between East and West provides farmers with accurate employment information and realizing transfer of employment. Poverty alleviation companies prioritize work arrangements for poor households, and establish public welfare posts for poor households to work at home; Carry out agricultural technical guidance and insist on providing small loans to poor households. Through various measures, make every effort to help the villagers get rid of poverty and become well-off.

The counterparts in Jiangsu helped the Guizhou Tongren Task Force, the leader of the Yinjiang Working Group, the standing member of the Yinjiang County Party Committee, and the deputy head of the county, Shen Jianmin:

Accurately connect posts to set up service stations

Since our Wujiang District in Suzhou and Guizhou Province's Yinjiang Tujia and Miao Autonomous County have carried out poverty alleviation cooperation between the East and the West, the transfer of employment has become an important part of cooperative assistance.

India ’s labor resources are relatively abundant, but migrant workers lack relative employment information. Especially since the epidemic occurred this year, many poor households do not know where to find work. Wujiang's private economy is developed, there are a large number of enterprises, and there are many employment opportunities. The two places can fully complement each other.

However, how to accurately inform Wujiang's job requirements to the workers in Yinjiang? Since last year, we have introduced human resources enterprises in Suzhou to build a three-level labor service system: set up an employment service window in the service hall of the county employment bureau, and establish an employment service center in the township social security center. More innovatively, in each village Set up employment service stations and select a group of influential people in various villages as labor brokers.

These service stations are usually located in small shops and grocery stores in the village. Since June 2019, we have set up 50 employment service stations in Yinjiang County and selected 60 labor brokers. During the epidemic this year, we sent recruitment information to these service stations in the village, attracting many farmers at home.

Since the resumption of production, Wujiang District Human Resources and Social Security Bureau quickly collected information on the labor demand of the enterprises in the area and set its sights on Yinjiang in areas with low risk of epidemics. After receiving Wujiang's corporate needs, we responded quickly. Through the village's "small horn" and the town and village poverty alleviation WeChat group, online corporate recruitment information, job requirements, and wages are sent.

Chen Tianwen's family in Wuchao Village, Muhuang Town, is a poor household with a registered card. He used to do odd jobs in Fujian. After the epidemic came, Chen Tianwen couldn't get out. The labor broker told us this information as soon as he knew the situation.

In order to help poor households to conduct interviews more conveniently, we have developed a remote video method, and employers and job applicants complete the entire process of application, interview and recruitment within two days. In less than a week, the first batch of 97 Injiang migrant workers reached an employment intention. Under the coordination of the Wujiang District Human Resources and Social Security Bureau, the first batch of staff took a special train and a special car to Wujiang, and all transportation costs were waived. Now, Chen Tianwen has been working in Suzhou Tongsan Lixing Packaging Technology Co., Ltd., with a monthly income of 5,000 yuan. As long as he has worked for 3 months, Chen Tianwen can also get a 3,000 yuan subsidy provided by the Wujiang District Government specifically for poor households in employment.

These days, batches of employed people arrived in Wujiang from Yinjiang. At present, we have sent 421 workers to Wujiang, including 198 poor households who have established archives.

Li Guoli, Party Secretary of Xitun Village, Renhe Town, Minquan County, Henan Province:

Rely on agricultural estates to attract poor households for employment

Look, this is Shuangfei Manor in our village, everyone is rushing to plant grape seedlings! More than 70 people are in the land every day, of which more than 30 are out of poverty households, most of them are from our village. Everyone can earn money at the doorstep, and they can also watch the baby and take care of the elderly.

The manor is not only a vineyard, but also an ecological garden, with three-dimensional breeding of livestock, marsh, fruit and poultry. Under the grape shelf, chickens, ducks and geese are raised to let them eat weeds and pests; for raising livestock, manure can be used as fertilizer and biogas; part of the biogas is used for power generation in the park and part of it is used for daily life. The estate now has more than 4,000 livestock, 1,000 cubic meters of biogas digesters, and 1700 acres of grape cultivation, with an annual output of more than 2 million catties, and can also be made into wine.

In our manor, farmers are easy to find jobs, because they are all farming, farmers are good, old people are able to do it, and there is work all year round, grapes in summer and autumn, and strawberries in greenhouses in winter and spring. One person costs 80 yuan a day, 2,400 yuan a month, and earns more than 20,000 yuan a year. We give priority to arranging poverty-stricken households. Seventy or eighty people work here all year round, and are all poor households. During the peak period, two or three hundred people are needed a day. Villagers from ten villages come here to work. At most 150 poor households come to work.

We also invite experts to conduct training. Trained farmers, who understand grape management and product management, can do technical work, and can get more than 3,000 pieces a month.

What about poor households without working ability? They can buy shares in cooperatives and pay dividends every year. One is land equity. Since 2015, there are 158 households participating. More than 60 of them are poor households. At the end of last year, they paid a dividend of 1,000 yuan per mu. The other is that the government gave 5,000 yuan to the poor households to increase their income to invest in shares. Since 2017, more than 800 households have participated. They are all poor households in our town, and each household was distributed to 700 yuan at the end of last year. Now, all 38 poor households in our village are out of poverty!

Next, we have to engage in wine processing. Now we have started to build cold storages and wine cellars. In addition, it is necessary to build a vineyard landscape, receive travel agencies, build an agricultural sightseeing demonstration park, develop sightseeing, picking, and dining, and can receive 50,000 or 60,000 tourists every year. Because our geographical location is good, we are close to the ancient city of Fengqi and Shangqiu. Tourists can come by the way and eat, drink and play in a row. We will extend and develop some tourism products, and the results of poverty alleviation will be consolidated now!

Yin Tianwen, a villager from Meijia Village, Anping Town, Lianyuan City, Hunan Province:

Set up a public welfare post in the village to maintain the power plant for greening

At 6 o'clock in the morning, I got up in the dark and went to feed the chicken first, then went to the kitchen to make breakfast. After serving the cooked noodles to the table, I woke up the 80-year-old mother and child. After the family had breakfast, I went out to work.

My son BenQ is 8 years old this year. He was suffering from cerebral palsy and secondary epilepsy after a few months old due to high fever. Seeing him not only spent the savings from the previous planting of seedlings, but also owed more than 200,000 yuan in external debt. His mother was overwhelmed and ran away from home a few years ago.

Over the years, I have been both a father and a mother. I have been taking part-time jobs with my children while seeking medical care for my children. Fortunately, the party committee and the government are concerned. After appraisal of the poor households established in 2014, the child's hospitalization expenses can be reimbursed by 90%. After the renovation of the dilapidated house, our family lived in a concrete house that did not leak rain.

In the spring of 2018, I took my children to work in Changsha. The secretary of the village party branch Zhang Huilan called me and said that the village will set up a charity post for the administrator of the photovoltaic power station and asked if I would like to go back to the village. I was moved and took the job.

Since January last year, as long as the weather is good, I will use a small cart to push the children to the photovoltaic power station in the mountain forest for cleaning and maintenance. First see if the power generation is normal, then use a small hoe to cut off the weeds on the ground. Clean the power generation board regularly every month to avoid malfunctions. I also circulated large areas of barren hills in the village, planted 9 acres of golden pomelo, and raised 300 native chickens.

In September last year, I saw the specialty of planting seedlings. The village set up a charity position for the greener: planting seedlings, shrubs and turf for the green belt next to the village, and maintaining it for two years to ensure the survival of the plants. Calculated, two years can get 30,000 yuan compensation.

Just do it. I bought osmanthus trees, bush seedlings and turf from Changsha, and then dug a few bags of osmanthus trees from Houshan to dress up the green belt. Just planted, water three times a day, but also pruning maintenance, a lot of work. But when I was too busy, I waited at night, and after setting up my family, I turned on the street light and continued to work. Now, these saplings are basically alive. Only a few have not survived the winter, and they will replant them when the weather warms up.

Last year, my family's per capita net income was more than 6000 yuan. I believe that life will get better and better!

Sun Lin, Senior Agronomist of Sichuan Panzhihua Agricultural Technology Extension Service Center:

Strengthening agricultural technology guidance to help fellow villagers increase harvest

"Lao Sun, here again!" On the morning of March 26, I drove from the city to Niupeng Village, Binggu Town, Miyi County for more than two hours. When I met 60-year-old Jiang Guohai, he greeted me happily.

Recently, when mangoes are in full bloom, how to increase the mango fruit yield rate, how to do field management, what fertilizer to apply, and how much fertilizer to apply are all issues that the fellows have paid close attention to recently. As an agricultural technician in the village, of course I have to come to give you some guidance.

Jiang Guohai's two people, his son with a disability, all rely on the government-supported 8 acres of mango and 6 acres of loquat for their livelihood throughout the year. The low temperature in January of this year reduced the yield of loquat per mu. At this time, it is especially important to grow this year's mango. Thinking of this, I quickly started the subject of the lecture.

Both Chen Yirong and his wife from Wushe came. Lao Chen said that he was anxious and did not know what fertilizer to choose. After listening to his words, as usual, I do n’t think I can only teach by myself, indoctrinate training, the fellow ca n’t listen to it, I still have to let the big farmers who have grown up share the experience, and then I will give guidance.

As a result, several large farmers have shared their experience in choosing fertilizers. "The more fertilizers, the better, and the more expensive, the better, according to the actual needs of mango trees." I focused on explaining the principle of fertilizer use to everyone, spreading the concept of "appropriate use of fertilizers" to them, and advocating the reduction of pesticides and fertilizers. To achieve green and organic production.

In this way, everyone discusses and thinks, and the planting experience is fully shared. The more than 3 hours of training ended quickly, and everyone was reluctant to leave. Many people were still discussing the next planting plan.

Niupeng Village has a large altitude drop, with mango and loquat in the low places, walnuts and peppers in the high places, and sheep and chickens in the mountains. At present, it seems that the income of mangoes is very good. Last year, the village ’s 3000 acres of mangoes had a total output value of more than 4 million yuan.

After the training, I saw Sha Wensheng, the first secretary. Our four village staff members discussed the tasks of agricultural technology guidance this year. In addition, I want to give you a good survey of planting conditions and provide better business guidance for the poor through tracking and comparison.

At the same time, some folks often do not pay attention to the self-protection in the field when playing medicine. Pesticides can enter the body through the skin and cause harm to people, so wear a mask and not slippers. In this regard, I have to talk about it next time.

Tan Dishuang, who has been out of poverty in Quanxing Village, Zhongyi Township, Shizhu Tujia Autonomous County, Chongqing:

Applying for poverty alleviation loan to expand Huanglian beekeeping

The sky was bright, and I carried the hoe down to work in the ground. Right now is the critical period to manage Huanglian, although tired, but I am happy. Compared with the previous days, it is much happier now.

My home is on a mountain at an altitude of 1400 meters. In the past, a gravel road meandered outwards and it took almost 4 hours to go to the mountains. My father was taking medicine for a long time due to heart disease and was unable to do heavy work. My daughter was still in elementary school, and the burden of the family fell on my shoulders. More than one mu of Coptis chinensis, a few chickens, and a few swarms of bees have become the entire source of income for the family.

At that time, I was racking my brain every day to figure out ways to get rid of poverty, but I could not get a few dollars in my pocket, and it was difficult to expand the industry.

"Lao Tan, your home is located in a high mountain, suitable for the development of breeding industry." The poverty alleviation cadres of the Agricultural Bank of China Chongqing Branch climbed uphill many times and came to my home to help me. They suggested that by increasing the planting area of Huanglian and increasing the number of bees To increase income.

To be honest, when I heard this, I was playing drums and I had no money to develop? The poverty alleviation cadres saw my thoughts and took the initiative to recommend me a small amount of poverty alleviation loan: "This is a loan product specially provided by the state to poor households, without guarantees and mortgages." Seeing me still hesitant, they explained the loan to me in detail Policy: "The maximum loan is 50,000, and the state subsidies interest for a period of 3 years."

The country has given me such a good policy, and I have to pay close attention to getting rich. Finally, I applied for a loan of 50,000 yuan to increase the planting area of Huanglian to more than 5 mu.

I am happy and stressed, so I have to do it. Planting Coptis chinensis is not an easy job, digging the ground, standing uprights, raising seedlings ... In the summer, the sun is shining, and in winter, there is heavy snow, a busy day is a whole day.

In addition to the development of Coptis chinensis, the bee colony is also something I have always missed. My home is in the deep mountains. After winter, the mountains and wild flowers bloom and become a natural treasure trove of honey. Now, with the support of the Agricultural Bank, I still use loan funds to develop the beekeeping industry.

Lack of technology, the poverty alleviation cadres of the Agricultural Bank sent me technical information on beekeeping, and encouraged me to participate in the beekeeping knowledge training courses organized by the village; Make. Today, the bees I have raised have grown to more than 30 swarms.

I keep every income and expenditure in my account book, and I made a full 40,000 yuan last year. The next step is to work harder, seeing the elderly and seeing the daughters study, the burden is not light. But with good policies, what are you afraid of working on your own? After getting rid of poverty, let's go to a well-off life!
