"I was the house I collected last year. I wanted to renovate the house after I closed it, but I didn't expect it to leak. How can it be renovated?" Ms. Liu, a citizen of Fuzhou, looked at the ceiling that was leaking. Ms. Liu said that she had previously purchased a commercial house in the capital of Zhongliang. After handing in the house on November 28 last year, it was found that the building ’s underground parking lot was leaking seriously, and some owners ’homes had cracked walls. In response, the construction bureau of Fuzhou High-tech Zone responded that the situation is true and has requested a third-party appraisal agency to conduct a judicial appraisal on the leaked part. The result will be released on April 15.

Owner: After the house was found, the walls were wet and the parking lot was like a "water curtain hole"

The house purchased by Ms. Liu is located in the capital district of Zhongliang, Fuzhou. Ms. Liu said that the house she bought in 2018 did not get the key until November 2019. Thinking that she could finally move in with her family and live happily in a new home, she was happy to come to the community to collect the house, but the sight in front of her made her dumbfounded. Ms. Liu inspected and found that there were water leaks in several places in the house and underground parking lot. Ms. Liu told reporters that the walls of the house in the house were damp to the touch, and the roof was also soaked with water.

Ms. Liu said that there was a lot of rainy weather for a while after the house was delivered. At that time, there were signs of water seepage and even cracking on the wall. In order to plug the leak, the developer punched and repaired the wall. "This house has just been handed over, this is the case. I really don't know what will happen when I get it," Ms. Liu said.

Another owner sent a video to the reporter showing that the ceiling of the underground parking lot was dripping, and the parking lot became a "curtain hole". Looking closer at the wall, the cracks were filled with a lot of yellow jelly. The owner told reporters that this was because the developer injected foam into it to fill the crack, but it still didn't work.

In response to the situation reflected by Ms. Liu, the reporter contacted the "Five Type" Office of Fuzhou City and the Construction Bureau of High-tech Zone.

The staff of the High-tech Zone Construction Bureau responded that the developer of the Zhongliang Capital District is Fuzhou Zhongliangxuan Real Estate Co., Ltd., the construction unit is Hongxia Construction Co., Ltd., and the supervision unit is Jiangxi Construction Engineering Construction Supervision Co., Ltd. After investigation, the project was started in September 2017 and has now been completely completed, but until now it has not all passed the acceptance of the relevant departments.

In November 2019, the person in charge of the Construction Bureau of the High-tech Zone has organized personnel to carry out quality inspection and acceptance of the community, and found that the project floor and basement have cracks, water leakage and other quality problems.

On December 9, 2019 and March 11, 2020, the High-tech Zone Construction Bureau twice called the construction, construction, design, supervision unit and owner representatives of the project to the site for verification, and asked the construction unit to conduct a comprehensive investigation of the problems in the project. At the same time, a third-party appraisal agency is required to conduct a judicial appraisal on the part of the basement where the leakage is serious, and the results will be available on April 15.

Next, the design department will issue a maintenance plan for the quality problem, which will be repaired by the construction unit or a qualified professional maintenance team. The Construction Bureau of the High-tech Zone will require Fuzhou Zhongliangxuan Real Estate Co., Ltd. to rectify the problem and deliver it to the owner after passing the acceptance.
