The “Notice on Further Promoting the Healthy Development of Tourism, Exhibition, Accommodation and Catering Industry” jointly issued by the Xiamen Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, and the Municipal Health and Health Commission proposed that A-level scenic spots be encouraged to be opened for free, and state-owned A-level scenic spots are free for citizens and tourists Open, encourage non-state A-level scenic spots to participate in free open activities. At the same time, organize outdoor characteristic cultural performances into scenic spots, parks, blocks and other public places. In addition, tourists from the province are encouraged to travel to Xiamen and corresponding accommodation subsidies are given.
In the field of conventions and exhibitions, the notice stated that in addition to international conferences and exhibitions, Xiamen can normally hold various domestic conferences, training courses, exhibitions, etc. Participants should check the health code and body temperature. Guide the tourism, exhibition, accommodation and catering enterprises to strengthen the ventilation and elimination of the business premises, advocate the scientific wearing of masks and temperature measurement, and the number of people eating in the restaurant should be controlled at 2/3 of the number of people when the restaurant is full.
The notice makes it clear that for the catering and lodging enterprises or individual industrial and commercial households with difficulties in the period from April to June 2020, the meter reading and settlement of electricity bills are allowed to be delayed by one month on the basis of the original prescribed payment time. During the epidemic prevention and control period, the catering and lodging enterprises used electricity, gas and water, and it was indeed due to the shortage of circulating funds and difficulty in paying the fees that the “non-stop payment” was implemented. The tourism and exhibition accommodation and catering enterprises that are affected by the epidemic and the production and operation difficulties are restricted and the key tourism exhibition and accommodation and catering enterprises recognized by the competent department can return the unemployment insurance premium in advance if they meet the corresponding conditions.
Broaden financing channels to support small, medium and micro enterprises or individual industrial and commercial households in the tourism, exhibition, catering, and tourism industries with good operating conditions and promising prospects, and obtain more credit loan support from banks through the credit enhancement service of the “Xiamen SME Micro Enterprise Financing and Credit Enhancing Fund” , To achieve "lower the threshold, increase the quota, simplify the procedures, and accelerate the lending."
