We were very concerned about the return of the tourists who remained in the hotels, but the return has taken place in a very orderly manner. It was done when the Thomas Cook bankruptcy. We learned a little from that crisis and it has helped us understand what the needs of these tourists were. The areas of their ministry are the most affected by this non-essential break ... We have conveyed to the social agents the important message: that the social network that we have deployed is being effective and that no one is left behind. The scenario we have is unknown and we are making decisions day by day, but now what matters most to all of us is the health of the population. Everything comes before that. The population comes first, and we will have to start recovering normality when we are certain that a certain solution is being given to this health crisis. In this gradual process, will the non-essential industry that has stopped this week recover first? Do you have any plans? With Sunday's decree, economic activity did not stop. What we did was keep essentials because we need to be self-sufficient. What the decree intended was to slow down, slow down economic activity. We needed to reduce mobility, and that was clearly about reducing the activity of companies, to confine more people, because the direct relationship between mobility and contagion is clear. For this reason, more than a pause, I would speak of a slowdown, which is what will allow us to leave earlier. To the extent that we put the economy into hibernation, the exit, when we are clear that this normality can be recovered, will allow us to gradually recover the rates of activity that we had before the crisis. more restrictive? Every day we have to make decisions, they are not always easy, but health is above everything and we all have that message internalized. The decision we made to decree the state of alarm, and that of Sunday to reduce mobility, what they seek is to end the health crisis as soon as possible in order to recover normality as soon as possible. The Royal Decree on Sunday created much confusion. What message have companies sent you about it? The important thing is to understand why the decision was made. It was done because the data said that mobility was stabilized. Spain has made a great effort to confine itself and comply with it, but the models told us that mobility had stabilized and that we needed a little more. I insist that every day we have to make decisions and the relationship between mobility and contagion is direct. If you reduce mobility, you reduce contagion. Decisions were made daily and on time because they were necessary. The next day it was necessary to explain why. The company understood it in a very responsible way, like the Spanish. Since Monday, we have worked to order this slowdown in the economy. But there are companies that did not know if they opened, if not, people did not know if they had to go to work ... Not all companies have the capacity to adapt to this minimum of activity and that is why some did it on Monday and others between Tuesday and Wednesday. The companies immediately understood this and reached out to do it quickly and in an orderly manner. Thanks to that, today we can say that mobility has been reduced since Tuesday and it is a shared achievement of all. We needed an additional effort. We already have almost 900,000 more unemployed in March ... What message can you send to these people and those affected by the Ertes? I think we are doing well. Society is responding in an exemplary way to this health crisis. To employees, both those who are at home and those who go to work, the message is exemplary. Thanks to the fact that they are exemplary, we will be able to leave before this health crisis. Every day we stay home there are lives we save. We are saving lives by doing what we have to do, which is to take care of ourselves. The companies must be thanked for their loyalty, and the business community, which has adapted harsh restive measures and has understood that the general interest is above their interests. Part of the industry is stopped, and another in the midst of reconversion. How is this response being managed? - As a consequence of the need to have a sufficient supply of sanitary material, the Government required that we contact companies. Many are already producing this material and others have the capacity to increase that production. Now that work is becoming visible. Production processes have to be changed in some cases. Both the companies and the individual initiatives of everyone who wants to help demonstrate the solidarity of this country, which is turning to help in this major health crisis that overwhelms us all, but encourages us to work for health. of the population. How many companies are converting their processes? There are many. Many initiatives are already taking shape. One line of work is to increase the level of production of those who were already working. We work with the textile industry, with cosmetics ... And then there are two companies that manufactured respirators and thanks to the joint work, where before there were 12, 100 were going to be made and then 200. With the joint work it has been possible to make a complex operation, which is to multiply the loaves and the fishes. Can this industry that now changes its model be an alternative economic engine to tourism? It gives us great peace of mind to have this national production, and we want to have that strategic reserve, that national production stay with us ... To do this we will develop a chain of suppliers regarding this production. The economic model can be adapted to the new circumstances that we have to live after this health crisis. As everything is new, we will have to think about what we are going to do, how we are going to buy, how we are going to move when this crisis passes, if we do not find a vaccine along the way. The key is the vaccine, to continue doing what we did and how we did it and in the time in which we did it. You speak of returning to normality ... But this will leave a mark on the economy ... The important thing it was to deploy a safety net so that everyone was covered: companies, with liquidity measures, and workers, so that they have a safety net and know that while they are not working, they can have that social benefit. We have incorporated the groups that were left out. That gives people a lot of security, who is at home and has gone home with an Erte and does not have on the horizon when they will return to work. This was an obligation and we have maximized that protection network to that people can at least live on a daily basis, and have an income that allows them to live in a restricted environment such as housing. The day after we have to build it a little together. We all have to configure that day later, that normality, how we are going to start moving, how we are going to go to our workplace, and nothing is written. We have to write a book that is not easy to write, we may be wrong or not, but we do it with the best will. And we are writing it every day. What is the role that your ministry plays in managing the material that comes from China? There have been problems with the tests ... Purchases depend on Health, what the Treasury has done is to strengthen this purchasing center, because the volume is of such magnitude that Health resources were insufficient. We have defined a protocol and it has been reinforced with people and with a procedure that makes us more agile to buy, reach markets and bring it. In the case of China, which is the main market that supplies the world, due to our visits and due to the good relationship that the two presidents have, this has made it much easier for us. Spain is one of the priority destinations in that market. It is a two-year work in which we have greatly strengthened our two-sided relationship and this has allowed us to have priority treatment. The embassy said that Spain sent material when they needed it and received the Chinese community when they were being stigmatized. We help them and they are helping us. We are buying large quantities and we can bring materials almost daily. Tourism, our oil, and it's stopped ... When can we go on vacation, Minister? The first measures we took were aimed at that sector, which was the one that first suffered the health crisis. They are concerned about how long this will last, and the hospitality industry, which has also had to stop. Confinement measures allow us to save time to leave earlier. We have all internalized it very well. Next week we will review these measures to see if they are being effective and then start thinking about the day after. The sector says that measures are lacking, will there be a Marshall plan for tourism too? The safety net that we have deployed covers the self-employed, the company ... But you have to think about the day after. There will be two times: first, resident tourism, which will have to be encouraged and given security so that it travels. That will be the first focus. We are going to take longer to mobilize international tourists because not all countries are going to get out of the pandemic at the same time. This second scenario is later.
