In order to protect the safety of China's animal husbandry and prevent the introduction of epidemics, measures such as prohibiting the direct or indirect importation of equine animals and related products from Thailand were implemented. The "Announcement" will be implemented from April 2.

On March 27, 2020, the Thai government officially notified the World Organisation for Animal Health (OIE) that an African horse plague occurred on a farm in Nakhon Ratchasima, involving 341 susceptible animals, of which 62 were ill and 42 were ill. Horse died. In order to protect the safety of China's animal husbandry and prevent the introduction of epidemic situation, according to the relevant laws and regulations, such as the "Customs Law of the People's Republic of China", "The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations, the following announcement is made:

I. It is prohibited to import equine animals and related products directly or indirectly from Thailand (products derived from equine animals that are unprocessed or that may still spread the disease despite being processed).

2. It is forbidden to send or carry equine animals and related products from Thailand. Once found, they will be returned or destroyed.

3. Inbound vessels, aircraft, road vehicles, railway trains, and other transportation vehicles, if any equine animals and related products from Thailand are found, they will all be sealed up and stored or operated in China without customs permission. , Must not be opened. All wastes and decanted water are treated harmlessly under the supervision of the customs and must not be discarded without authorization.

4. Equestrian animals and related products illegally imported from Thailand that are intercepted by frontier defense and other departments will be destroyed under the supervision of the customs.

5. Anyone who violates the above provisions shall be handled by the Customs in accordance with the Customs Law of the People ’s Republic of China, the Law of the People ’s Republic of China on Entry and Exit Animal and Plant Quarantine and the relevant provisions of its implementing regulations.

6. Customs, animal disease prevention and control agencies and animal health supervision agencies at all levels shall follow the relevant provisions of the Customs Law of the People's Republic of China, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, and the Law of the People's Republic of China on Animal Epidemic Prevention. To cooperate closely and do a good job in quarantine, prevention and supervision.
