On April 1, Shanghai achieved the first simultaneous issuance of electronic licenses and electronic seals nationwide, which has the same legal effect as paper business licenses and physical seals. The three newly established companies became the first batch of "adventurers" to conduct business activities online without obtaining a paper license or engraving a physical seal. This time Shanghai took the lead in breaking down the barriers of departments, which is another innovative measure to optimize the business environment; it not only promotes the "paperless" service to develop in depth, consolidate the foundation of seal management, but also explores new paths for reform to further reduce the links and costs of starting a business.
