It is noted that the appellate body "fully confirmed the conclusions of the arbitration panel on the absence of any systematic violations of the rules of the WTO Agreement on technical barriers to trade by Russia."

According to the decision, "the sharp decline in the volume of imports of Ukrainian railway products to the Russian Federation was not due to the actions of the Russian government bodies, which Ukraine insisted on, but was the result of other, including economic, reasons."

The Ministry of Economic Development noted that the appeals body did not agree with a number of conclusions of the arbitration group regarding refusals to issue and suspend previously issued certificates, but also found no violations by Moscow.

The ministry emphasized that Russia "intends to fully and timely implement the decisions of the WTO Authority to resolve disputes."

The lawsuit of Ukraine against Russia was filed in October 2015 and related to restrictions on imports of Ukrainian railcars and railroad switches. According to Kiev, Russia since 2013 unreasonably restricts the supply of wagons from Ukraine.
