An essential guarantee of mobility, a driving license is today almost essential for entering professional life. Except that it is expensive. Allow 1,800 euros on average to prepare for this exam.

A sacred sum that families do not always have the means to pay to allow their child to stand on their own two feet. This is where the “1 euro per day permit” comes in.

Targeted 15-25 year olds

Launched in 2005, this device consists of a zero-rate loan ranging from 600 to 1,200 euros over twenty to forty months and aims to finance initial training in motorcycle licenses (categories A1 and A2) or car licenses (licenses B). Since 2016, beneficiaries who have failed the exam can also claim a second loan of 300 euros, under the same advantageous conditions, to follow additional training. In all cases, reimbursements cannot exceed 30 euros per month.

All young people between the ages of 15 and 25 can claim this assistance. For this, they must contact a driving school partner of the operation, since not all of them offer the "permit for 1 euro per day". Once the registration contract has been withdrawn, applicants must apply to a bank to obtain the loan. In the absence of a parental guarantee, the State can play this role for young people enrolled in a training or access to employment process.

One more label

As said before, you cannot go to any driving school. Especially since since January 1, 2020, the "license at 1 euro per day" is part of the exclusive prerogatives of driving schools displaying the label "quality of training in driving schools". Set up in 2018, the latter aims to encourage the sector to improve its services. Training objectives, educational resources, professional qualification of staff, public information and taking into account the opinions of trainees are among the guidelines of this certification.

In early 2019, there were around 800 labeled establishments in France. It is therefore a way like any other to push professionals to cross the course. It remains to be seen whether this measure will not penalize young people. According to a Senate report, the "permit of 1 euro per day" is suffering from a slowdown. Between 2005 and 2018, just over a million loans were granted, but only 83,000 that year, less than half the expected figure.

Certain municipalities and regions have set up a partnership with the State in order to offer a "driving license grant". If the terms vary from one commune to another, assistance is generally allocated to 18-25 year olds who do not have sufficient resources, in exchange for volunteer hours. In Puget-Ville (Var), it is necessary for example to do 10 hours of civic mission to obtain 500 euros, against 250 to 400 euros and 35 hours in a local association in Tartas (Landes), and up to 900 euros and 70 hours volunteering in Cannes (Alpes-Maritimes).
