The High Commissioner for pension reform Jean-Paul Delevoye brought together employers and unions for the last time on Monday, December 9 to present their "conclusions" on the reform promised by Emmanuel Macron.

The social partners did not leave disappointed with the meeting with Jean-Paul Delevoye. And for good reason: they expected nothing. No question indeed to grill the priority to Prime Minister Edouard Philippe who will present Wednesday the details of the project of pension reform . The TV channel TF1 announces besides that it will be the guest of its JT of 20h.

" I am convinced that the status quo is unsustainable, that this project is indispensable and that future generations will be grateful to us ," said the High Commissioner for Pension Reform, after having listed the points of interest. agreement and disagreement, after two years of consultation with the social partners.

In a summary of this consultation, Jean-Paul Delevoye highlights " a strong desire to overcome the limitations of the current system while retaining its DNA, " thus justifying the creation of the " universal system " supposed to replace the 42 existing pension plans .

Consensus on certain points

According to the High Commissioner, some of his proposals are rather a consensus. This is the case of maintaining the statutory age of retirement at age 62, and early retirement for long careers and " regalian " occupations, guaranteed " in law " that the value of the point " can not to go down . But also a minimum pension to 85% of the Smic for a full career, or taking into account the hardship and bonuses for civil servants.

However, other subjects are far from unanimous, especially " the entry into force of the new system " from 2025. The High Commissioner therefore sketches a new scenario in two stages: " The younger generations could start 'affiliate to the universal system, if possible soon after the law ', while another date of changeover would be fixed for ' the first generation concerned by progressive integration ' in this new regime.

"Age of equilibrium" at age 64 , with a haircut before and a premium after, is another point of contention. Jean-Paul Delevoye believes, however, that its " gradual implementation (...) seems likely to be preferred " to reduce the overall deficit of the pension system, valued between 8 and 17 billion euros by 2025.

"A comercial exercise"

The government has engaged in a " comercial exercise" to try to occupy the ground, "responded Catherine Perret, CGT, at the end of the meeting. " No consensus is emerging " on this reform and the French " have understood that it is bad, " said the union at the forefront of the dispute. " Nothing new on the horizon " either for Michel Beaugas, Force Ouvrière. " The hope of a good retirement for those who have worked all their lives is broken by the government, " he says.

Even the CFDT, which favors the principle of a "universal system," says that it has not " learned much ". In the meantime, a new day of mobilization is scheduled for Tuesday and the CGT said to be " already thinking " about another Thursday. And the challenge could well expand. The medical interns are called to an indefinite strike from Tuesday to denounce the " degradation of care " and generalists to close their practices on Saturday from 14 December. Four trucking and logistics unions called for a strike on the 16th for better working conditions.
