Thomas Cook Group plc already owns the Russian travel agency Intourist.
Earlier, Yury Barzykin, chairman of the commission of the Russian Union of Industrialists and Entrepreneurs on tourism and the hospitality industry, commented on a proposal to subsidize tour operators.
